PARKS COMMISSION HELD MAY 22, 2013
I. CALL TO ORDER
A regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8th
Street, Seal Beach.
II. ROLL CALL
Present: Commissioners Sustarsic, Bennett, Watson and Sosenko
Also present: Tim Kelsey, Recreation Manager
Richard Fisher, Richard Fisher Associates
Steve Hunt, Richard Fisher Associates
III. APPROVAL OF AGENDA
The agenda was approved as submitted.
IV. ORAL COMMUNICATIONS
There were no oral communications.
V. CONSENT CALENDAR
Commissioner Watson moved, Commissioner Bennett seconded, and the motion
carried unanimously, that the Commission approve the Consent Calendar

VI. SCHEDULED MATTERS
2. Parks Master Plan Update- Oral Report
Staff and the City's consulting team from Richard Fisher Associates
presented a brief presentation that highlighted the recommendations included
in the Draft Parks Master Plan. These recommendations including improving
maintenance throughout the park system, creating site specific plans for
identified areas, ADA improvements, adding park signage and enhancing
security lighting among many other recommendations.
Commissioner Watson asked how projects can be prioritized and if it was
possible to use the Master Plan as wish list in the case that people wanted to
donate to help improve the park system. Commissioner Watson also stated
that all areas of the City must be reviewed during the aquatics specific plan

and the site that best fits the entire City must be selected. She also asked
about the possibility of keeping the McGaugh Pool open and having two
swimming pools in the City. Richard Fisher stated that he did not feel
spreading the resources to two pool sites would not be in the City's best
interest.
Commissioner Bennett asked for clarification on what a design consultant
could bring to the City. Richard Fisher explained that several projects
recommended in the plan would require a design work before the project
could be completed.
Chairperson Sustarsic commented that use of social network sites like
Nextdoor.com could be help to promote recreation activities within the City.
Tim Kelsey stated that the City is looking into similar features that could be
offered through a website upgrade.
3. Founders Day — Oral Report
Commissioner Watson invited the commission to attend the annual Founders
Day concert in Eisenhower Park on Sunday, October 6th. This year's
celebration will feature local bands and honor Rich Harbor for his work in the
community. Also Libby Applegate is working to organize a slide show to
feature classic pictures of Seal Beach and its rich history.
VII. COMMISSION CONCERNS
Commissioner Watson expressed her concern for Gum Grove Park regarding
the wear and tear, signage, coyotes, and the tear in the fence at the entrance
to park.

IX. ADJOURNMENT
The meeting was adjourned at 7:45 p.m.
The next regular meeting is scheduled for Wednesday, June 26, 2013 at the
Council Chambers, 6:00 p.m.
