PARKS COMMISSION HELD MARCH 27, 2013
I. CALL TO ORDER
A regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8th
Street, Seal Beach.
II. ROLL CALL
Present: Commissioners Sustarsic, Bennett, Watson, and McAllister
Absent: Commissioner Sosenko
Also present: Sean Crumby, Assistant City Manager
Tim Kelsey, Recreation Manager
Dana Engstrom, Community Services Coordinator
III. APPROVAL OF AGENDA
Commissioner McAllister moved, Commissioner Watson seconded, and the
motion carried unanimously, that the Commission approve the agenda as
submitted.
IV. ORAL COMMUNICATIONS
Nancy Kradell, Seal Beach resident requested that the City install a new sink on
the pier.
V. CONSENT CALENDAR
Commissioner Bennett moved, Commissioner McAllister seconded, and the
motion carried unanimously, that the Commission approve the Consent
Calendar.

VI. SCHEDULED MATTERS
2. Parks Master Plan Update- Oral Report
Tim Kelsey informed the Commission that the facility inventory checklist has
been completed. The checklist ranges from park benches to the amount of
parking spaces at a facility. Phase II of the Parks Master Plan is still getting
finalized and will include staff needs. On April 8, 2013 the Recreation and

Parks Commission is invited to attend the study session with City Council
Members following the City Council meeting where details from the consultant
will be presented. The goal of the study session is to receive feedback on the
needs and current trends of the community from the City Council and
Recreation and Parks Commission. Tim Kelsey expects to bring the Parks
Master Plan to City Council for adoption in May.
Commissioner Watson requested that City staff inform the consultant to
identify a need for a second story at the Marina Community Center for
weddings and private party rentals.
3. Seal Beach Tennis Center Update- Oral Report
Tim Kelsey briefly gave a brief review of Kevin McArdle's management and
consultant services. Kevin has provided the city with future goals and three
"future vision" options that were presented to the City Council on March 251H
The three "future visions" are:
Option 1- Leave the Tennis Center as is.
Option 2- Maintain membership for tennis and open up additional space to
better serve the community.
Option 3- Create a community park with tennis courts.
Staff reported that the City Council directed the staff to pursue option 2.
The City's goal for the Tennis Center is to be self-sustaining and ultimately
turn a profit while offering new community features. Before any changes are
made the City will work to create a site specific plan.
Commissioner Watson commented on how she sees tennis as a lifetime sport
and a gift to the City to have 16 courts however, she understands the benefits
of removing courts to draw in more people to the facility.
Commissioner Bennett requested that one of the tennis courts become a
pickle ball court.
Commissioner McAllister expressed his concern for lack of alcohol at the
Tennis Center. Tim Kelsey informed him that alcohol is permitted if insurance
is provided as additionally insured for Tennis Center events.
4. Online Registration System Update- Oral Report
Dana Engstrom presented an overview of the online registration system site,
register.sealbeachca.gov that goes live on April 8, 2013. This new site will
allow participants to register for classes from their home 24/7 and it's free.

VII. COMMISSION CONCERNS
Commissioner Watson announced that the 98th Founders Day will be held at
Eisenhower Park on October 6, 2013 at 12:30pm. This year the Founders
Day Committee has decided to honor Rich Harbour. A tentative slideshow is
scheduled for October 7, 2013 at the Seal Beach Senior Center.
Commissioner Watson also inquired about the Founders Day money and if
workout stations were still in the works. Tim Kelsey informed her that a
meeting for initial designs has been set-up and companies have reviewed the
site.
Commissioner Watson proposed we implement a wish list for Parks and
Recreation again. For example, a bench at Gum Grove Park would have
been an item she would have added to the wish list. Tim Kelsey said he
would look into a wish list and report back to the commission a way for
residents to donate back to the City.
VIII. STAFF CONCERNS
There were no staff concerns.
IX. ADJOURNMENT
The meeting was adjourned at 7:20 p.m. to meet on April 8th, for a joint study
session with the City Council.
The next regular meeting is scheduled for Wednesday, April 24, 2013 at the
Council Chambers, 6:00 p.m.
