PARKS COMMISSION HELD APRIL 24, 2013
I. CALL TO ORDER
A regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8th
Street, Seal Beach.
II. ROLL CALL
Present: Commissioners Sustarsic, Bennett, Watson, Sosenko, and
McAllister
Also present: Sean Crumby, Assistant City Manager
Tim Kelsey, Recreation Manager
Dana Engstrom, Community Services Coordinator
III. APPROVAL OF AGENDA
The agenda was approved as submitted.
IV. ORAL COMMUNICATIONS
There were no oral communications.
V. CONSENT CALENDAR
Commissioner Bennett moved, Commissioner Watson seconded, and the motion
carried unanimously, that the Commission approve the Consent Calendar as
amended.
1. Meeting Minutes of March 27, 2013. Amended the tentative slideshow date
from October 7, 2013 to October 27, 2013 at the Seal Beach Senior
Center.
VI. SCHEDULED MATTERS
2. Parks Master Plan Update- Oral Report
City staff informed the Commission that a final presentation of the Parks
Master Plan will be brought to the Commission on May 22, 2013 for review.
The Parks Master Plan document will be distributed electronically before May
22, 2013.

Feedback from the Commissioners regarding the presentation at the April 8,
2013 City Council Meeting:
Commissioner Sosenko agreed with the consultants and feels the Tennis
Center and Pool are appropriate priorities for the City. However, she didn't
agree that the telephonic survey was the best way to collect data. She
questioned whether there is really a need for certain programs that only a few
people were outspoken about.
Commissioner Bennett had questions regarding lighting and security
standards as well as ADA compliance and use of signage. Staff reported that
ADA has been identified as a need and will include some of those projects in
upcoming budgets.
Commissioner Bennett also inquired about the site plans that were put
together for the pool. Staff informed her that the City wasn't awarded the
Proposition 84 Grant that the City had applied for. Staff is aware that
McGaugh is in need of a major remodel.
Commissioner Sustarsic expressed her concern with the direction the Tennis
Center is going and wants to insure that the residents north of the freeway will
have access to a facility that won't require fees for use. She also requested
community involvement when determining what features are offered at the
facility. City staff plans to have a multi-tiered management plan that will meet
the needs of the community by promoting tennis as well as additional
recreational activities such as classes and special events.
Tim Kelsey reported that the Tennis Center has a lot of new events bringing
in new memberships. City Staff is also currently working on a new fitness
program that should begin sometime in May.
Commissioner Sustarsic also inquired whether the City planned to bring the
gardens up to ADA compliance with the expansion of the gardens. City Staff
explained that if expansion is something Edison will permit, 5% of the gardens
would be ADA compliant with raised planting beds. Commissioner Sustarsic
has received comments from fellow gardeners regarding paving the road and
if speed bumps are an option.
Commissioner Sustarsic advised staff to reach out to the residents of the
townhomes for input regarding any changes at Aster Park.
City Staff informed the commission that the City will establish a way of
prioritizing ADA across the City on a facility need basis and by replacing items
as needed.
Commissioner McAllister inquired whether it was possible to link Bluebell to
the Tennis Center.

VII. COMMISSION CONCERNS
Commissioner Watson requested that Founders Day be included on the May
Recreation and Parks Commission agenda. She also announced that the
committee will be meeting in June in preparation for the centennial in 2015.
Commissioner Bennett reported that the swings seats at the Beach tot-lot are
too long.
Commissioner Sosenko inquired about the replacement of the tire swing at
the Edison Park tot-lot.
VIII. STAFF CONCERNS
Sean Crumby informed the commission that the memorial tree and bench
policy has been modified to include a list of available locations and species of
trees. Requests will not be granted for benches and trees not on the list.
Tim Kelsey announced that the Car Show will be held on Main Street on April
27, 2013 and the summer brochure is now available online.
IX. ADJOURNMENT
The meeting was adjourned at 7:10 p.m.
The next regular meeting is scheduled for Wednesday, May 22, 2013 at the
Council Chambers, 6:00 p.m.
