Campbell moved, second by Cummings, to approve the agenda as presented.

ORAL COMMUNICATIONS
Chair Massa-Lavitt opened oral communications. Joyce Ross Parque, Old Town,
expressed concern that not enough residents are notified about items affecting their
property when they are presented to the City for consideration and would like to see the
notification distance extended to 1,000 feet. She also inquired about the permit and
insurance for the upcoming triathlon and is concerned about how busy the bike trail has
become. There being no other speakers, Chair Massa-Lavitt declared oral
communications closed.
CONSENT CALENDAR
Cummings moved, second by Campbell, to approve the minutes of the Planning
Commission meeting of August 7, 2013, as corrected.

PUBLIC HEARINGS
2. General Plan Amendment (GPA 13 -4)
2013 -2021 Housing Element
Applicant: City of Seal Beach
Project Description: Each local government in California is required to adopt a
comprehensive, long -term General Plan for the physical
development of the city or county. The Housing Element is one of
seven mandated elements of the General Plan and requires local
governments to plan for the projected housing needs of the
community. In conformance with State Law, the City of Seal
Beach has prepared a Housing Element for the planning period of
2013 -2021.
Recommendation: After conducting the public hearing, staff recommends that the
Planning Commission adopt Resolution 13 -15, recommending
City Council approval of the 2013 -2021 Housing Element.
The Director of Community Development introduced John Douglas, Housing Element
consultant from J.H. Douglas & Associates, who provided the staff report for this item.
Mr. Douglas briefly recapped the process for approval of the 2013 -2021 Housing
Element:
In June, the California Department of Housing and Community Develop (HCD) provided
the City with feedback on the draft Housing Element. Most noteworthy were the need
for rezoning of the Accurate Storage site, which was resolved when the rezoning was
adopted by the City Council, and the City's Regional Housing Needs Allocation (RHNA)
number.
Although the City's RHNA number for the new cycle is two housing units, the HCD
encouraged the City to show a higher number commensurate with the City's capacity,
reflecting the rezoning of the Accurate Storage site. As a result, the draft Housing
Element was revised to include an objective of 80 units for the new planning period (20
units per acre; approximately 4 acres), with 10% in affordable categories. These are
considered quantified objectives, which are planning targets with no obligation on the
City's part, just like the RHNA, to issue permits or provide financial subsidies in
connection with these quantified objectives.
The City feels it has fully addressed the concerns of HCD and, if adopted by Council in
its present form, the Housing Element goes to HCD for final review as -the final 2013-
2021 Housing Element.
New numbers are presented in Chapter 2 of the draft as it reflects a complete
revamping of census data as part of the needs assessment. None of these numbers
have substantive policy consequences to the City. There was no carry-over for this
cycle in RHNA numbers as they were accommodated in the previous cycle. The
rezoning of the Accurate Storage site accommodates the needs for this cycle.

The Commission had a discussion regarding the quantified objectives of the Housing
Element.
Campbell requested that language be added to the "Community Context" portion of the
Housing Element to reflect the population increase to the City as a result of the
development of College Park East in 1966, as it brought a significant number of
residents to the City.
Chair Massa - Lavitt opened the public hearing. There being no speakers, Chair Massa -
Lavitt declared the public hearing closed.
Campbell moved, second by Cummings, to adopt Resolution 13 -15 with the addition of
language regarding the development of College Park East in 1966.

DIRECTOR'S REPORT
The Director provided an invitation to Commissioners to attend an upcoming forum for
planning officials. Awarding of the contract to a firm /consultant for development of the
Local Coastal Program will be presented to the City Council in the near future. The
Director also provided an update on the DWP property — there will be a hearing with the
Coastal Commission in October.
COMMISSION CONCERNS
It was clarified that the triathlon event coordinators are currently in the process of
obtaining a Special Event Permit; insurance is required. Clarification was sought
regarding the costs of noticing for development projects. State law requires noticing to
300 feet. The distance to which the City notices is set to 500 feet by the City Council.
The Commissioners expressed concern over the availability of the City's newspaper,
the "Sun ", in gated communities and Leisure World.
ADJOURNMENT
With no objections, Chair Massa - Lavitt adjourned the Planning Commission meeting at
7:40 p.m.
