Title 9, Chapter 60 of the Seal Beach Municipal Code (SSMC) contains
administrative and technical requirements for building construction within the
jurisdiction of the City. It adopts State Building Standards and additional model
codes by reference, with some local amendments. The 2013 edition of the State
Building Standards (Title 24 of the California Code of Regulations) will become
effective on January 1, 2014. Corresponding to the new State Building
Standards, Title 9, Chapter 60 of the SBMC needs to be updated to correspond
with the new mandated State standards.
That the City Council introduce Ordinance No. 1634 and set the public hearing
and second reading of the ordinance for the regular meeting of City Council on
December 9, 2013.
Health and Safety Code Section 17958 mandates that the California Building
Standards Commission adopt and publish the California Building Standards
Code (Title 24 California Code of Regulations) every three years. The 2013
Edition of the California Code of Regulations Title 24 becomes effective on
January 1, 2014.
If approved, Ordinance No. 1634 would amend the appropriate chapters of Title 9
of the Municipal Code by repealing references to the prior and soon to be
obsolete editions of the model codes and adoption of the 2013 California Building
Standards Code with local amendments.

In summary, staff recommends that the proposed ordinance revise Title 9 as
follows:
1. Replace the administrative provisions scattered throughout the California
Codes and the municipal code with a unified administrative chapter adopted
in Title • Chapter 60, Section 9.60.005.040. The new administrative chapter
retains all currently applicable Seal Beach amendments.
2. Replace the currently adopted 2010 California Building Standards Codes with
the following:
A. The 2013 California Building Code;
B. The 2013 California Residential Code;
C. The 2013 California Electrical Code;
D. The 2013 California Mechanical Code;
E. The 2013 California Plumbing Code;
F. The 2013 California Energy Code;
G. The 2013 California Historical Building Code;
H. The 2013 California Existing Building Code;
I. The 2013 California Green Building Standards Code;
J. The 2013 California Referenced Standards Code; and
K The 2013 California Fire Code.
3. Adopt the following codes to provide appropriate regulations for the
construction of pools and spas and appropriate procedures for the abatement
of dangerous buildings and structures:
A. The 2012 International Pool and Spa Code; and
B. The 1997 Abatement of Dangerous Buildings Code.
4. Adopt eight Building Code, two Electrical Code and two Green Building
Standards Code amendments recommended by the Orange Empire Chapter
of the International Code Council which includes representatives from thirty
building departments in the Orange County area trying to bring uniformity of
building regulations to the region.

The Building Division and Orange County Fire Authority are recommending thal
changes and modifications be made to the Building, Residential, Electrical, Fire
and Green Building Standards Codes due to local climatic, geological and
topographical conditions in the City of Seal Beach. Other proposed modifications
are of an administrative or procedural nature and concern Subjects that are not
covered by the Codes or which are reasonably necessary to safeguard life and
property within the City of Seal Beach.
The Ordinance includes Attachment A which sets forth the findings necessary to
enable the City to amend the new codes based on our local geographic, climatic
and topographic conditions. The proposed ordinance would also affirm the
findings for the proposed amendments to the California Building Standards, and
direct the City Clerk to file the findings with the California Building Standards
Commission as required by state statues.
