ROLL CALL Present: Chair Massa-Lavitt; Commissioners: Goldberg, Campbell, Cummings, Sloan Staff Present: Jim Basham, Director of Community Development Crystal Landavazo, Assistant Planner Steven Flower, Assistant City Attorney Tina Knapp, Deputy City Clerk APPROVAL OF AGENDA Campbell moved, second by Cummings, to approve the agenda as presented. AYES: Goldberg, Campbell, Cummings, Massa-Lavitt, Sloan NOES: None Motion Carried ORAL COMMUNICATIONS Chair Massa-Lavitt opened oral communications. Joyce Ross Parque, Old Town, expressed concern that not enough residents are notified about items affecting their property when they are presented to the City for consideration and would like to see the notification distance extended to 1 ,000 feet. She also inquired about the permit and insurance for the upcoming triathlon and is concerned about how busy the bike trail has become. There being no other speakers, Chair Massa-Lavitt declared oral communications closed. Campbell requested that language be added to the "Community Context" portion of the Housing Element to reflect the population increase to the City as a result of the development of College Park East in 1966, as it brought a significant number of residents to the City. Chair Massa-Lavitt opened the public hearing. There being no speakers, Chair Massa- Lavitt declared the public hearing closed. Campbell moved, second by Cummings, to adopt Resolution 13-15 with the addition of language regarding the development of College Park East in 1966. AYES: Goldberg, Campbell, Cummings, Massa-Lavitt, Sloan NOES: None Motion Carried DIRECTOR'S REPORT The Director provided an invitation to Commissioners to attend an upcoming forum for planning officials. Awarding of the .contract to a firm/consultant for development of the Local Coastal Program will be presented to the City Council in the near future. The Director also provided an update on the DWP property — there will be a hearing with the Coastal Commission in October. COMMISSION CONCERNS It was clarified that the triathlon event coordinators are currently in the process of obtaining a Special Event Permit; insurance is required. Clarification was sought regarding the costs of noticing for development projects. State law requires noticing to 300 feet. The distance to which the City notices is set to 500 feet by the City Council. The Commissioners expressed concern over the availability of the City's newspaper, the "Sun", in gated communities and Leisure World.
