Mayor Miller called the adjourned meeting of the Seal Beach City Council to
order at 5:00 p.m. in the City Hall Conference Room.
ROLL CALL
Present: Mayor Miller; Council Members: Deaton, Shanks, Sloan
With no objections, Mayor Miller so ordered that Councilman Levitt be excused
from the City Council meeting.
City Staff: Quinn M. Barrow, City Attorney
Jill R. Ingram, City Manager
Linda Devine, City Clerk
There were no members of the public present to address the City Council.
CLOSED SESSION
The City Attorney announced that the City Council would meet to discuss the
items identified on the closed session agenda: Item "A" — Conference with Legal
Counsel — Existing Litigation — GC §54956.9(d)(1) City of Seal Beach v. Ruby's
Diner, Case No. 30-2013-00640596-CU-BC-CJC and Item "B" — Conference with
Labor Negotiator — GC §54957.6 — Police Management Association and Police
Officers Associations.
The City Attorney reported that the City Council gave direction to the labor
negotiator on Item "B" and no other reportable action was taken.
ADJOURNMENT
It was the order of the Mayor, with consent of the City Council, to adjourn the
meeting at 6:45 p.m.

COUNCIL COMMENTS
Councilman Shanks said there is confusion regarding the possibility of exercise
stations on the greenbelt, at this time no decisions have been made, and this
issue will be considered by the Recreation & Parks Commission before it is
brought before the City Council; Mayor Pro Tern Deaton announced that there
will be a meeting on November 4th to discuss the coyote issue; and Mayor Miller
reminded everyone that the Corridor Cities will be having a meeting on October
29th in the City of Westminster to discuss the 1-405 improvement project (toll
lanes).

*A. Approved the Minutes of the Adjourned and Regular City Council meeting
of October 14, 2013.
*B. Ratified the Demands on City Treasury.

*D. Introduced Ordinance No. 1633 amending Section 7.05.120 of the
Municipal Code to prohibit the keeping of pigs of any size, kind, or sex and
directed staff to place this on the Council agenda for adoption. The City
Attorney read the title for the record.
*E. Authorized the Mayor to sign a letter reaffirming the City's position on the
Orange County Transportation Authority (OCTA) — 1-405 Improvement
Project.

(OCFA) SECOND AMENDMENT TO THE JOINT POWERS AUTHORITY (JPA)
AGREEMENT
Orange County Fire Authority Division Chief Jon Jones provided a presentation
to help explain the equity of the Second Amendment and Assistant Chief Lori
Zeller was present to answer any questions. Key terms included in the proposed
Second Amendment include:
