Mayor Miller called the adjourned meeting of the Seal Beach City Council to
order at 5:30 p.m. in the City Hall Conference Room.
ROLL CALL
Present: Mayor Miller; Council Members: Deaton, Levitt, Shanks, Sloan
City Staff: Jill R. Ingram, City Manager
Steven L. Flower, Assistant City Attorney
Linda Devine, City Clerk
There were no members of the public present to address the City Council.
CLOSED SESSION
The City Attorney announced that the City Council would meet to discuss the
items identified on the closed session agenda: Item "A" — Conference with Labor
Negotiator — GC §54957.6 — Police Management Association and Police Officers
Associations; Item "B" — Conference with Legal Counsel — Existing Litigation —
GC §54956.9(d)(1) City of Seal Beach v. Tarascio, Case No. 30-2013-0067-SC-
SC-CJC 00305309; Item "C" Conference with Legal Counsel — Anticipated
Litigation GC §54956.9(d)(4) — 1 case; and Item "D" Conference with Real
Property Negotiators — GC §54956.8 (property at 900-A Ocean Avenue —
Negotiating Parties for MDK and Fessel International)
The Assistant City Attorney reported that the City Council gave direction to the
labor negotiator for item "A"; gave authorization to legal counsel to appeal the
case for item "B"; gave direction to legal counsel for item "C"; gave direction to
property negotiator for item "D"; and no other reportable action was taken.
ADJOURNMENT
It was the order of the Mayor, with consent of the Council to adjourn the meeting
at 6:55 p.m.

Shanks moved, second by Levitt, to approve the recommended actions on the
consent calendar as presented except for item "C" pulled for separate
consideration.

*A. Approved the Minutes of the City Council/Executive Team Goal Review
Session of October 21, 2013 and the Adjourned and Regular City Council
meeting of October 28, 2013.

*C. Seal Beach Municipal Code — Prohibited Animals — Waive further
reading and adopt Ordinance No. 1633 amending Section 7.05.120 of
the Municipal Code to prohibit the keeping of pigs of any size, kind, or
sex.
*D. Adopted Resolution No. 6420 entitled "A RESOLUTION OF THE SEAL
BEACH CITY COUNCIL DECLARING WORK TO BE COMPLETED PER
CONTRACT DOCUMENTS FOR 2013 ANNUAL CONCRETE REPAIR
PROGRAM PROJECT NO. ST1205" and approved the amendment to the
contract. (Above All Names Construction Services, Inc. total cost of the
project — $61,114.75)
*E. Adopt Resolution No. 6421 entitled "A RESOLUTION OF THE SEAL
BEACH CITY COUNCIL DECLARING WORK TO BE COMPLETED PER
CONTRACT DOCUMENTS FOR MARINA DRIVE STORM DRAIN
PROJECT NO. SD1201" (Mike Bubalo Construction, Inc. total cost of the
project — $1,514,712.32).

The Director of Community Development introduced Jon Traw, Building Official,
to provide the staff report. Mr. Traw gave an overview of the preliminary fee
study covering the goal of the study, the scope of the study, the fee
