ROLL CALL Present: Mayor Miller Council Members: Deaton, Levitt, Shanks, Sloan Executive Staff: Quinn M. Barrow, City Attorney Jill R. Ingram, City Manager Chief Joe Stilinovich, Seal Beach Police Department Sean P. Crumby, Director of Public Works Chief Joe Bailey, Seal Beach Marine Safety Department Victoria L. Beatley, Director of Finance Jim Basham, Director of Community Development Linda Devine, City Clerk Others in attendance: 3 staff members and 17 community members. The City Manager asked the Director of Finance to introduce Dan Dilon, newly hired accountant in the Finance Department. ORAL COMMUNICATIONS There were no speakers at this time. OLD TOWN PARKING STUDY SESSION The Director of Community Development started the study session by stating that the purpose of the study session was to provide an overview from the consultants regarding phase 1 of the parking on Main Street and the Old Town area. The Director introduced the consultants Laura Stetson from MIG and Brian Marchetti from KOA Corporation. The consultants provided a powerpoint presentation explaining the focus of the study; summary from the stakeholder interviews (areas of consensus and areas of disagreement — a copy of the full written report is available in the Community Development department); findings from the field observations; and outline the next steps. There were 10 residents that expressed their concerns with parking on Dolphin, Stn 11m 13th, 14th and 15th streets. City Council discussion: It was clear that the City Council had no desire to have parking meters on Main Street; parking as a seasonal issue; enforcement of residents using garages for parking their cars; better signage; looking at the possibility of a parking structure (beach lot or parking lot next to fire station); merchant in-lieu parking; consistency throughout Old Town for residential parking permits; consider limiting residential and guest parking permits to include an inspection of garage usage; incentive to use beach parking lot (change sign to read "public" parking not beach parking); consider converting Zoeter field area (by day care) into parking; and consider changing the direction of traffic on the one-way streets. The City Manager indicated that staff and the consultants received sufficient information to progress to Phase II.
