No action or discussion shall be taken on any item not appearing on the agenda, except as otherwise provided by law. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters not on the agenda may, at the Council’s discretion, be referred to the City Manager and placed on a future agenda. Those members of the public wishing to speak are asked to come forward to the microphone and state their name for the record. All speakers will be limited to a period of 5 minutes. Minutes of the Adjourned and Regular City Council meeting of December 9, 2013 – Approve by minute order. *B. Demands on City Treasury – Ratification. Warrants: 101185-1011519 $1,227,929.55 Year-to-Date: $18,813,897.98 Payroll: $ 1,131,887.15 Year-to-Date: $ 6,166,151.77 Direct Deposits& Checks Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals. *C. Monthly Investment Report: November 2013 – Receive and file. *D. Municipal Code – §7.05.120.B (Prohibited Animals) – Waive further Ordinance No. 1635 reading and adopt amending the Municipal Code allowing the keeping of pigs with a Non-domestic Animal Permit. *E. 2014 Calendar of Meeting Dates – Receive and file. *F. 2014 Representatives to Intergovernmental Agencies – Adopt Resolution No. 6427 confirming the appointments and direct the City Clerk to revise the Public Official Appointment FPPC (Fair Political Practice) Form 806. *G. 2014 Seal Beach Boards, Commissions, and Committees - Confirm the annual list of appointments to the various boards, commissions, and committees. *H. Laserfiche Software Assurance Plan (LSAP) and Service Support Maintenance Agreement Resolution No. 6428 - Adopt approving Amendment No. 1 to the current agreement with Complete Paperless Solutions (CPS) extending the services for 6 additional years. Homeland Security Grant ProgramResolution No. 6429 - Adopt approving the agreement for the FY 2013 Urban Areas Security Initiative (UASI) grant program for transfer or purchase of equipment/services or for reimbursement of training costs. *J. Beverly Manor Booster Station Upgrade Project No. WT0904 – Adopt Resolution No. 6430 approving a design agreement with AKM Consulting Engineers to prepare the plans and specifications for Project No. WT0904 in the amount of $44, 456.
