SUBJECT: OLD TOWN PARKING ASSESSMENT
SUMMARY OF REQUEST:
Staff request that the City Council provide further direction regarding the
downtown parking analysis.
BACKGROUND AND ANALYSIS:
On November 18, 2013 staff conducted a workshop with City Council regarding
the downtown parking study. Towards the end of the workshop, City Council
instructed staff to return with recommendations regarding collection of fees from
the City owned parking lots, additional areas throughout the City including public
streets that can accommodate additional parking, and revisit the restricted
parking designations throughout Old Town.
Staff along with MIG and KOA consultants identified a number of
recommendations regarding methods to improve parking in the Old Town area.
The suggestion to utilize existing employees to collect the fees from the beach
and city parking lots will capture additional funds which can be allocated towards
parking recommendations. City Council can review and instruct staff accordingly
and to proceed with implementation.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
None required,

The implementations of various parking programs are not anticipated to decrease
the General Fund.
RECOMMENDATION:

downtown parking analysis.
