CALL TO ORDER A regular meeting of the Seal Beach Recreation & Parks Commission was called to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8th Street, Seal Beach. II. ROLL CALL Present: Commissioners Sustarsic, Bennett, Watson, and Sosenko Also present: Tim Kelsey, Recreation Manager Dana Engstrom, Community Services Coordinator III. APPROVAL OF AGENDA The agenda was approved as submitted. IV. ORAL COMMUNICATIONS Seal Beach resident, Pete Arnold, was approached by six middle aged women visiting from Europe while on a run. These women inquired about the berm and tables on the beach. He explained that the benches were provided by the residents and they thought it was wonderful. Mr. Arnold suggests maintenance of benches should be the responsibility of the bench owners and should be a condition on the permit as well as the owner's name, location, and the color of the bench. He feels this is a positive way of enforcement and is willing to pay any reasonable fee for a permit. Seal Beach resident, Joe Kalmick, reinforces what Pete Arnold stated and agrees with the permitting process and conditions associated with the permit. This gives the City the ability to enforce things out on the beach that nobody wants to see. Mr. Kalmick would like to see that the plaque is a one-time fee and the annual permitting fee is minimal. V. CONSENT CALENDAR Commissioner Bennett moved, Commissioner Watson seconded, and the motion carried unanimously, that the Commission approve the Consent Calendar. 1 . Benches on the Public Beach- Staff Report Tim Kelsey informed the commission he was given direction to check the feasibility of having public benches on the beach. The City's goal is to try to mitigate the concerns through public outreach. The conditions established will address the liability concerns. Concrete pads for ADA would cost about $30,000 a bench which is not feasible for the City. Wood or concrete benches would be considered and concrete is most favorable due to weathering. Commissioner Bennett recommends a nominal fee of$125 for an encroachment permit if the City does not supply new benches. The fee would cover the cost of the inspections, plaque or decal that would be attached to the owner's bench, and administrative costs involved with the process. She also recommends that a picture of the owner's bench get submitted as an attachment with the application for the permit. Tim Kelsey said the fee would be established based on cost recovery. The number of permits approved would also need to be limited so the beach doesn't get inundated with too many benches. Commissioner Watson stressed the importance of conformity, safety, and public accessibility. Commissioner Sustarsic clarified that the City would have to comply with ADA requirements if installed however, not if permits were required by residents. She has heard from a number of residents that they would be willing to file a permit and follow conditions in order to keep their bench. Tim Kelsey informed the commission of his intensions of brining the benches back to the commission in January as a study session. He will provide cost estimates from Public Works at the next meeting. VII. COMMISSION CONCERNS Commissioner Watson informed the commission of the upcoming Centennial meetings and would like to see that other commissioners join the Founders Day Committee. She also heard from the Audubon Society that there is a threat to Gum Grove Park but didn't receive any more information regarding the details of the threat. Commissioner Bennett inquired on the status of the letter that was drafted for the Edison Park expansion. Tim Kelsey said he would check with Patrick Gallegos who is working with the Mayor and have an update at the next commission meeting. STAFF CONCERNS Tim Kelsey informed the commission that the adult workout equipment has been put on hold. Any future proposal will be brought to the commission to give a recommendation to City Council. Tim Kelsey invited the commission to attend the Christmas Tree Lighting Ceremony on November 30, 2013 at 4pm. There will be real snow for sledding and a play area donated by Run Seal Beach. He also invited the commission to the Christmas Parade on December 6, 2013 and Breakfast with Santa on December 14, 2013. City Hall will be closed for the Holidays from December 21, 2013- January 1, 2014. IX.
