January 15, 2014
Chair Massa-Lavitt called the regular meeting of the Planning Commission to
order at 7:00 p.m. in the City Council Chambers and led the Salute to the Flag.
ROLL CALL
Present: Chair Massa-Lavitt;
Commissioners: Campbell, Cummings, Goldberg, Sloan
Staff Present: Jim Basham, Director of Community Development

Linda Devine, City Clerk
APPROVAL OF AGENDA
Commissioner Campbell pulled item "2" From the consent calendar. Campbell
moved, second by Cummings, to approve the agenda as amended.
AYES: Campbell, Cummings, Goldberg, Massa-Lavitt, Sloan
NOES: None Motion Carried
ORAL COMMUNICATIONS
Chair Massa-Lavitt opened oral communications. There being no speakers,
Chair Massa-Lavitt declared oral communications closed.
CONSENT CALENDAR
Campbell moved, second by Sloan, to approve the recommended action(s) on
the consent calendar as presented, except item "2' pulled for separate
consideration.

NOES: None Motion Carried
1. Approved Planning Commission Meeting Minutes of November 6, 2013.
ITEM REMOVED FROM CONSENT CALENDAR
2. Minor Use Permit 13-12 — A Request to permit a Home Occupation for a
Home Bakery Business in the Residential Low Density — 9 (RLD-9) zone.
The Assistant Planner gave a brief staff report. Alan Otani, applicant, was given
an opportunity to provide the background for the request for MLIP 13-12.

Commissioner Campbell received clarification on some issues she had regarding
this type of permit.
Sloan moved, second by Campbell, to approve Resolution No. 13-17 entitled "A
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL
BEACH APPROVING MINOR USE PERMIT 13-12, TO PERMIT A HOME
OCCUPATION FOR A HOME BAKERY BUSINESS LOCATED IN THE
RESIDENTIAL LOW DENSITY— 9 (RLD-9) ZONE AT 4200 BANYAN AVENUE".
AYES: Campbell, Cummings, Goldberg, Massa-Lavitt, Sloan
NOES: None Motion Carried
The Assistant City Attorney advised that the adoption of Resolution No. 13-17
approving MUP 13-12 is the final decision of the Planning Commission. There is
a 10-day appeal period to the City Council and the appeal period begins January
16, 2014 and ends at 5:00 p.m. on January 27, 2014.
SCHEDULED MATTERS
3. Reorganization of Planning Commission — Election of new Chairperson
and Vice-Chairperson for 2014.
Chair Massa-Lavitt opened nominations for the 2014 Planning Commission
Chair: Campbell nominated Commission Cummings — Commissioner Cummings
declined. Cummings nominated Chair Massa-Lavitt, second by Campbell —
there were no other nominations.
AYES: Campbell, Cummings, Goldberg, Massa-Lavitt, Sloan
NOES: None Motion Carried
Chair Massa-Lavitt opened nominations for 2014 Planning Commission Vice-
Chair: Cummings nominated Commissioner Goldberg, second by Sloan — there
were no other nominations.
AYES: Campbell, Cummings, Goldberg, Massa-Lavitt, Sloan
NOES: None Motion Carried
PUBLIC HEARINGS
No items at this time.
DIRECTOR'S REPORT
The Director of Community Development stated there will business for the
Planning Commission on February 5, 2014. The Director was asked about the
status on the Local Coastal Program and the DWP property.

COMMISSION CONCERNS
There were no Commission concerns.
ADJOURNMENT
With no objections, Chair Massa-Lavitt adjourned the Planning Commission
meeting at 7:31 p.m.
