Ingram, City Manager FROM: Sean Crumby, Director of Public Works SUBJECT: NOTICE OF COMPLETION MARINE SAFETY BUILDING AND CITY HALL REMODEL PROJECT NOS. BG1201 &1204 SUMMARY OF REQUEST: That the City Council adopt Resolution No. 6436: 1. Accepting the Marine Safety Building Remodel Project No. BG1201 and City Hall Remodel Project No. BG1204 by Ramco, General Engineer Contractor for $135,205.80; and 2. Directing the City Clerk to file a "Notice of Completion" with the Orange County Clerk-Recorder within 10 days from the date of acceptance, and to release retention in the amount of$13,520.58 in 35 days. BACKGROUND AND ANALYSIS: At the June 24, 2013 City Council meeting, Council awarded a construction contract to Ramco, General Engineering Contractors for $90,475 to remodel City Hall and Marine Safety Building. Below is a description of the scope of work performed at each facility: Marine Safety Building Improvement Project BG1201 A. Replace exterior flashing to the building; B. Replace doorway; and C. Replace lockers and carpet. City Hall Remodel Project BG1204 A. Adding ADA access to the public counters on the 1St floor and 2nd floor of City Hall; B. Remodeling the 1 st floor to accommodate the new ADA counter; C. New cubical furniture; D. Security improvements to the City Manager's Department; and E. New rear security door entrance. Agenda Item F During construction at both facilities, many unforeseen conditions occurred which caused change orders. Change orders included unmarked electrical lines in walls, unknown structural damage, unknown ceiling damage, unexpected replacement of electrical system, worn out carpet, etc. These unforeseen items are typical during construction with such old facilities. Many cost saving solutions were used, such as repurposing the old Finance furniture in other departments, reusing existing doors and flooring materials. The project is now complete to the satisfaction of the City Engineer. ENVIRONMENTAL IMPACT: There is no Environmental Impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: In the FY 2012-13 budget, $25,000 was budgeted for the Marine Safety Building and $200,000 for the City Hall Remodel projects. In the FY 2013-14 budget $186,000 was carried over for these projects. Below is a breakdown of the estimated project cost: Revenue 2013/14 Budget $186.000.00 Total $186,000.00 Expenses Original Awarded Contract Amount $90,475.00 Change Orders $44,730.00 Furniture $45,605.36 Life Guard Lockers, Door& Flashing $49,536.98 Inspection $6,000.00 Total $236,347.34 With the FY 2013-14 budget of$186,000.00 and expenses of $236,347.34, there is a shortfall of $50,347.34. The shortfall of $50,347.34 will be funded from existing cash balance in Fund 45, Capital Project Fund. The cash balance in the Fund is approximately $78,000, and is unrestricted and available to spend. Page 2 RECOMMENDATION: That the City Council adopt Resolution No. 6436: 1.
