Monday, March 10, 2014 CALL TO ORDER PLEDGE OF ALLEGIANCE COUNCIL ROLL CALL APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES By motion of the City Council this is the time to notify the public of any changes to the agenda and/or rearrange the order of the agenda. PRESENTATIONS/RECOGNITIONS A Tsunami Awareness Week— March 24— 28, 2014 * Mothers Against Drunk Driving (MADD) 2014 DUI Arresting Officer— Century Award — Officer Nick Nicholas and Officer Erin Enos ORAL COMMUNICATIONS At this time members of the public may address the Council regarding any items within the subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters not on the agenda may, at the Council's discretion, be referred to the City Manager and placed on a future agenda. Monday, March 10, 2014 CONSENT CALENDAR Items on the consent calendar are considered to be routine and are enacted by a single motion with the exception of items previously removed by Council. *A. Minutes of the Adjourned and Regular City Council meeting of February 24, 2014—Approve by minute order. *B. Demands on City Treasury — Ratification. Warrants: 102165-102398 $951,693.91 Year-to-Date: $22,440,264.61 Payroll: Direct Deposits &Checks $449,050.43 Year-to-Date: $ 8,061,314.34 Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals. *C. Amend Seal Beach Municipal Code Title 11 — Zoning Code — Waive further reading and adopt Ordinance No. 1638 adding Smoke Shops as a Conditional Use Permit (CUP) in the Commercial Zoning Classification and add the definition of Smoke Shops. *D. Fats, Oils, and Grease (FOG) Management and Discharge Control Program — Waive further reading and adopt Ordinance No. 1639 amending municipal code Chapter 9.25 — FOG regulations regarding grease interceptors. *E. Clear Channel Outdoor Agreement — Adopt Resolution No. 6441 approving an agreement with Clear Channel Outdoor to provide and maintain 22 bus shelters citywide for a five year term.
