SUBJECT: HANDHELD ELECTRONIC CITATION WRITERS
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6445:
1. Authorizing the purchase of an electronic citation system to facilitate
the electronic submission of citation data to the courts in the amount
of $47,310.68 and directing staff to pay that amount to Integrated
Law and Justice Agency for Orange County (ILJAOC); and
2. Approving Budget Amendment No. 14-09-01 approving $47,310.68 in
additional funds for the purchase of electronic citation writers and
maintenance fees.
BACKGROUND AND ANALYSIS:
Orange County law enforcement agencies were recently notified that Orange
County Courts will no longer be able to manually enter citations after July 1,
2014. As a result, citation issuing agencies may see long delays due to the lack
of Court resources, which will no longer be available to process them; thereby
impacting the adjudication of those matters. Orange County Court officials report
that the result will affect the fines and forfeiture revenue of those respective
agencies. In some cases, the citations may not be entered at all due to statute of
limitations issues.
The Governing Boards for the Integrated Law and Justice Agency for Orange
County (ILJAOC), a Joint Powers Authority, has been working to provide an
electronic citation system to facilitate the electronic submission of citation data to
the Courts. This system will consist of handheld Electronic Citation devices
provided to the officers, along with specialized software. A combination of
software will allow officers to issue citations, collect reporting data while also
delivering an electronic copy of the citation directly to the Court.
The project is based on a competitive procurement run by ILJAOC (with the
participation of a number of the member agencies) that resulted in the selection
of Brazos Technologies as the vendor. The first phase of that project was a pilot

project that deployed the system at the Brea, Irvine and Orange Police
Departments.
The Brazos contract is held by ILJAOC and ILJAOC will take on an overall
contract management role. ILJAOC will work with Brazos to order equipment,
manage the schedule, refine configurations and run regular meetings that
monitor Brazos' delivery and schedule performance. ILJAOC will invoice each
participating department for their equipment and implementation and will in turn
pay invoices to Brazos and other contractors supporting the project for ILJAOC.
ENVIRONTMENTAL IMPACT:
There is no environmental impact with this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
The Police Department is requesting funds in the amount of $47,310.68. The
funds will allow the purchase of six handheld citation writers, printers, software,
band back end support. This amount includes the first year annual maintenance
cost of$4,352 for all of the hardware.
RECOMMENDATION:
That the City Council adopt Resolution No. 6445:
1. Authorizing the purchase of an electronic citation system to facilitate
the electronic submission of citation data to the courts in the amount
of $47,310.68 and directing staff to pay that amount to Integrated
Law and Justice Agency for Orange County (ILJAOC); and
2. Approving Budget Amendment No. 14-09-01 approving $47,310.68 in
additional funds for the purchase of electronic citation writers and
maintenance fees.
