SUBJECT: AMENDMENT OF FEE SCHEDULE
SUMMARY OF REQUEST:
That the City Council hold a public hearing regarding proposed changes to the
City Fee Resolution for the Police Department to offer the use of the City jail,
when available, for permitted photography, television and film for a supplemental
fee of $500 per day. This fee is independent of the normal permitting and
personnel costs assessed by the City.
BACKGROUND AND ANALYSIS:
The City of Seal Beach is situated within the Thirty-Mile Zone ("TMZ"), commonly
referred to as the TMZ. The TMZ is the area within a 30-rnile (50 km) radius from
the intersection of West Beverly Boulevard and North La Cienega in Los
Angeles. Entertainment industry unions currently use this area to determine
rates and work rules for union workers. Essentially, film and television prefer to
work within the TMZ as costs increase exponentially when filming occurs outside
of the 30-mile zone.
There are currently two jail facilities available for use within the TMZ. These
locations are the Sybil Brand Women's Prison, operated by the Los Angeles
County Sheriffs Department and the historic Lincoln Heights jail facility, a vacant
antiquated LAPID police station.
The Sybil Brand Women's Prison charges $500 per day for the use of its facility.
This facility is now vacant and is commonly used in the entertainment industry.
The City of Los Angeles, which owns the Lincoln Heights police facility, allows
the facility to be used free of charge. There is however additional costs needed
to film at that location such as the rental of a "water tender" as the building does
not have running water.
Based on comparison between the Seal Beach City Jail, these two jail facilities
used within the TMZ, the fee of$500 is reasonable and comparable.

The Seal Beach City Jail will be available by permit when the space and inmate
population allows for such use.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed the resolution and approved as to form.
FINANCIAL IMPACT:
The City will receive a $500 location fee, per day, for permitting the use of the
Seal Beach City Jail. This fee is independent of the normal permitting and
personnel costs assessed by the City.
RECOMMENDATION:
That the City Council adopt Resolution No. 6447 accepting the addition of the
Seal Beach Police Department City Jail to the listed city buildings in the fee
schedule with a location fee of$500 per day.

AMENDING THE 2013-2014 FEE RESOLUTION TO
INCORPORATE THE FILMING CHARGES AND FEES REVISION
Section 1. The Qty of Seal Beach is authorized and empowered to impose
reasonable fees, ra8nm, and charges for municipal services that dn not exceed
the City's related costs.
Section 2. Sergeant Steve Bowles has prepared a staff report establishing the
basis and reasonableness of the fee for the use of the City ufSeal Beach Police
Jail.
Section 3. The City Council hereby amends the City's Filming Charges and
fees io add subsection C4to Section 7, asfollows:

Section 4. Except as expressly amended by this Rono|ution, the City's fees
ehmU remain otherwise unchanged. The fees stated in preceding section of this
Resolution, insofar as they are substantially the same as fees previously adopted
by the City relating ho the same matter, shall be construed as restatements and
continuations, and not ao newly enacted fees.
Section 5. The City Clerk shall add the filming charges and fees, asamended,
Resolution Number 8447
to the City's fee schedule.
