At this time members of the public may address the Council regarding any items within the
subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot
discuss or take action on any items not on the agenda unless authorized by law. Matters not on
the agenda may, at the Council's discretion, be referred to the City Manager and placed on a
future agenda.
Those members of the public wishing to speak are asked to come forward to the microphone and
state their name for the record. All speakers will be limited to a period of 5 minutes. Any
documents for review should be presented to the City Clerk for distribution.

CONSENT CALENDAR
Items on the consent calendar are considered to be routine and are enacted by a single motion

*A. Minutes of the Adjourned and Regular City Council meeting of
March 10, 2014 —Approve by minute order.
*B. Demands on City Treasury — Ratification.

*D. Memoranda of Understanding (MOU's) with Seal Beach Police
Officers Association and Seal Beach Police Management Association
— Adopt Resolution No. 6443 approving MOU's and enumerating
classification and compensation, effective July 1 , 2013; and approving
Budget Amendment No. 14-09-02 in the amount of $386,100.
*E. Terms & Conditions for Executive/Mid-Management Employees —
Adopt Resolution No. 6444 restating and amending the terms and
conditions of the employment for Elected Official, Mid-Management, and
Confidential employees, effective March 24, 2014.
*F. Integrated Law and Justice Agency for Orange County (ILJAOC) —
Adopt Resolution No. 6445 authorizing the purchase of an electronic
citation system to facilitate the electronic submission of citation data to the
courts in the amount of $47,310.68 and directing staff to pay that amount
to Integrated Law and Justice Agency for Orange County (ILJAOC); and
approving Budget Amendment No. 14-09-01.

G. Energy Tubulars, Inc. for Business Financial Assistance — Adopt
Resolution No. 6446 approving Amendment No. 3 to the agreement —
extending the agreement to October 31, 2019. (City assistance would
average approximately $200,000 per year.)
H. Filming Fees and Charges (City Comprehensive Fee Schedule) —
Adopt Resolution No. 6447 adding to the use of city property a
supplemental fee of $500 per day for permitted photography, television,
and filming in the city jail. (This item was continued from the 03/10/14
City Council Meeting.)
