The applicant is proposing to operate a fitness studio and retail use, as an addition to the mix of commercial uses in the Main Street Specific Plan area. CONCLUSION: After conducting the public hearing and receiving public testimony, staff recommends that the Planning Commission adopt the attached Resolution No. 14 -4 approving CUP 14 -3 to permit a personal improvement fitness studio and retail use at 308 Main Street, on the ground floor facing Main Street in the Main Street Specific Plan area. On April 24, 2■14, Stacy Tomaselli ("the applicant") subm ited a 10 I p application to the City of Seal Beach Department of Community Deve )ment f( Conditional Use Permit (CUP) 14-3 to permit a fitness studio and retail use at 3■8 Mai I Street (the "subject property"), which is located in the MSSP (Main Street Specific Pla Zone. I Section 2. Pursuant to the State of California Public Resourc© Code and State Guidelines for the California Environmental #« =2« A© (CEQA), the Community Development Department has determined that the proposed project is categorically exempt from environmental review per 15060(c)(2) and Section 15061 (b)(3) of the State CEQA Guidelines. um Resolution No. 14 -4 Conditional Use Permit 14 -3 308 Main St class size of 10 clients. Any classes offered between 10:00 AM and 7:00 PM will be limited to a maximum class size of 4 clients. E. The establishment, maintenance, and operation of the proposed fitness studio and retail use at the subject site, as conditioned below, will not be detrimental to the health, safety, or welfare of persons residing or working in the vicinity. The proposed fitness studio and retail use is located in a four -unit commercial building occupied by retail and restaurant uses. The proposed fitness studio and retail use is consistent with the existing uses throughout the Main Street Specific Plan area. The Conditions placed on the fitness studio and retail use will ensure the business does not become detrimental to persons residing or working in the vicinity. F. The proposed use is consistent with the intent and purpose and vision established for the Main Street Specific Plan. The Main Street Specific Plan identifies the vision for Main Street as "small town America" with friendly people in a pedestrian oriented area where people walk and feel safe on the street at night. The proposed fitness studio and retail use is consistent with the goals to preserve and enhance the Main Street Specific Plan area because it adds to the mix of service commercial uses offered to residents and visitors. G. The proposed use does not conflict with the Specific Plan's goal to establish and maintain a balanced mix of uses that serve the needs of both local and non -local populations. The proposed fitness studio and retail use will add to the mix of uses in the Specific Plan area and maintain the balance of service commercial uses. The proposed use will provide a service use and a retail use that complement the mix of uses in the Main Street Specific Plan area. H. The use will contribute to the unique character of Main Street and the qualities that provide a sense of identity. The small town village charm of Seal Beach's Main Street area comes from a variety factors such as an eclectic mix of architecture, constrained area, relation to the ocean and the mix of uses in close proximity to one another. The proposed personal improvement fitness studio and retail use will add to this eclectic mix of uses and enhance the variety of items offered in the Main Street Specific Plan area. The proposed use will provide another retail storefront that can appeal to pedestrians walking along the Main Street Specific Plan area. Section 5. Based upon the foregoing, the Planning Commission hereby approves CUP 14 -3 to permit a personal improvement fitness studio on the ground floor, facing Main Street, within -the Main Street Specific Plan at 308 Main Street, subject to the following conditions: 1. Conditional Use Permit 14 -3 is approved to permit a personal improvement fitness studio, and retail use, at 308 Main Street on the ground floor, facing Main Street in the Main Street Specific Plan area. 2. The premises of the fitness studio and retail use must be in substantial compliance with the project plans submitted with the application and maintained on file with the Community Development Department. 3 of 5 rr am x. 17. Dance and Pilates Amplified. Andrea Rogers isthe creator and owner of the Xtend Barre Workout and has been a professional dancer and choreographer since the age of 18. She's performed with various celebrities and recording artists such as Enrique Iglesias and Aaron Carter. She's also traveled the country with several professional dance companies and performed as a principal dancer for Walt Disney World Co. In the early 2000s, Andrea was certified to become a classical Pilate's instructor. She believed in the Pilates principles (stabilization, concentration, control, flow, breath and precision) and observed the long -term results in her Pilate's clients. In an effort to provide: cross training and seek better results for her clients, she began to incorporate dance elements and music into her Pilate's sessions in order to offer challenges in coordination, rhythm, and cardiovascular fitness. By raising her Pilate's clients to a vertical position, and diversifying their range of motion, Andrea found greater results by offering Xtend Barre than by maintaining a routine of Pilates alone. Most importantly, her clients were gaining energy, enjoying elements of dance, and having fun! Company.Summary Xtend Holdings, LLC, a Florida Limited Liability Company began to franchise in October 2010. Xtend authorizes the franchisee of the free - standing studio to teach multi -level classes geared to challenge bodies,of any age, gender, or fitness background, based on principles of dance and Pilate's under the name Xtend Barre. 1.1 LLC Ownership The Xtend Barre free standing studio in Seal Beach, CA will operate under the franchisee, SJ Barre LLC, as a sole proprietorship. The SJ Barre LLC is owned by Stacy Tomaselli. 2,2 Philosophy The Xtend Barre philosophy is simple. We teach a multi -level class geared to challenge bodies of any age, gender, or fitness background. We offer exercises that can be modified for beginners, prenatal clients or clients with injuries, but that can also be amplified for advanced clients that are lookinggfor an extreme challenge. The Xtend Barre system sculpts the body proportionally so that all body parts are equally challenged. This total body workout serves to strengthen, lengthen, and stretch the body from top to bottom, from inside out. The end result is a long and lean physique.....without added bulk. 2.4 Studio Location Xtend Barre Seal Beach, operating under SJ Barre LLC, will be located at 308 Main Street, conveniently serving the affluent beach city and surrounding area. The goal of S.I Barre LLC is to build a large base of clients.from the thousands of well educated professionals, affluent families, condo dwellers and single family homeowners. Besides the fitness classes, SJ Barre LLC, will sell fitness apparel, Xtend Barre equipment and workout DVD as well as other health and fitness related items. Additionally, childcare will be offered during peak week day class times. The studio will be set up to have a reception area, large exercise floor, childcare space, restrooms, dressing room, and small office / storage. Services and Products The SJ Barre LLC services, class description and products are as follows: Class Description • Xtend Barre is a 55 minute total body workout that strengthens, lengthens, and stretches the body from top to bottom, from inside out. The workout combines amazing results of dance with the principles of strength and safety in Pilates. • Piloxing uniquely mixes Pilates and Boxing moves into a fat torching, muscle sculpting, core centric interval workout, guaranteed to bring you into shape. • Barrecamp is a 75 minute workout that amplifies the traditional Xtend Barre workout by lengthening the class duration and takes it up a notch with the challenge of cardio intervals. • Xtend Barre Stick is a 55 minute workout that, utilizes the Pilates Stick attached to the ballet barre to add resistance to your Xtend Barre workout. This class will build your cardio endurance, upper body strength and core stability. Build upon the traditional Xtend Barre workout with a bit less dance, but alot of Xtend Barre grace combined with added strength, stability and core training. • Private Sessions are one on one Xtend Barre sessions for 60 minutes. SJ Barre LLC will donate a small percentage of the client's auto monthly membership fee to the attending child's school. This is a direct initiative to establish,. roots in the community as well as encourage parents to promote a healthy and active lifestyle within the home. A complimentary class and presentation will be conducted at the local businesses and the employees will be personally invited to attend the preview classes prior to the Grand Opening. Flyers will be circulating at nearby restaurants, coffee houses, Physical Therapy & Chiropractic offices, OB-GYN and fitness retailers. There will be advertisements in the local paper and online. SJ Barre LLC will partner with local running and tri clubs as well as with, Growing Great, a local non-profit organization that promotes healthy eating habits in children and adults to reduce obesity and disease. Additionally, Si Barre LLC will have the PR support from the franchise and will participate in the online social media markets, such as: Facebook, Pinterest, Tweets, Groupons and Living Social. Personnel Plan Health and fitness have been a part of Stacy Tomaselli since a very young age. Stacy began dancing at the age of 2 up until her teens. It was during her teenage years, that the love for running developed and led her to compete 4 years XCountry at the collegiate level for The University of San Diego. This later evolved to marathons and triathlons, placing in the top 3% of her age group. In an effort to stay strong, lean and injury fee, she began taking Pilates. Post graduation, Stacy quickly climbed the corporate ladder to where she is currently Sr Manager for a high end denim apparel company. She is married with 3 children. After her third child, Stacy was looking for a low impact workout where she could fulfill 3 essential fitness elements: cardio, Pilates and yoga, into a single workout. It's the combination of dance and Pilates that gravitated her to the Xtend Barre workout. It has always been Stacy's dream of owning her own business combined with her love and passion for health and fitness.
