Monday, June 23, 2014 CALL TO ORDER PLEDGE OF ALLEGIANCE COUNCIL ROLL CALL APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES By motion of the City Council this is the time to notify the public of any changes to the agenda and/or rearrange the order of the agenda. PRESENTATIONS/RECOGNITIONS Run Seal Beach Grant Awards  ORAL COMMUNICATIONS At this time members of the public may address the Council regarding any items within the subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters not on the agenda may, at the Council’s discretion, be referred to the City Manager and placed on a future agenda. Those members of the public wishing to speak are asked to come forward to the microphone and state their name for the record. All speakers will be limited to a period of 5 minutes. Joint Item - Minutes of the Adjourned and Regular City Council meeting of June 9, 2014 and Minutes of the Successor Agency to the Seal Beach Redevelopment Agency meeting of February 24, 2014 – Approve by minute order. *B. Joint Item - Demands on City Treasury – Ratification. Warrants: 103555-103755 $677,139.80 Year-to-Date: $28,740,221.39 Payroll: $605,267.18 Year-to-Date: $11,875,281.02 Direct Deposits& Checks Demands on Successor Agency Funds – Ratification. Warrant(s): 133-138 $16,516.10 Year-to-Date: $5,316,963.83 Year-to-date are actual cash disbursements and do not reflect actual expenditures due to year-end accruals. *C. Monthly Investment Report – May 2014 – Receive and file. *D. City of Seal Beach General Municipal Election – November 4, 2014 - Adopt the following for the purpose of electing for a full term of four years City Council Members in Councilmanic Districts One, Three, and Five: Ordinance No. 1641 1) calling and giving notice of the holding of a General Municipal Election to be held on Tuesday November 4, 2014; Resolution No. 6475 2) requesting that the Board of Supervisors of the County of Orange to consolidate the City’s General Municipal Election with the Statewide General Election; Resolution No. 6476 3) adopting regulations for Candidate’s Statements submitted to the voters; and Resolution No. 6477 4) providing for the conduct of a Run-off Election in the event no candidate receives 50% plus 1 votes to be held on Tuesday, January 27, 2015 – all mail-in ballot election will be conducted. *E. Building Official ServicesResolution No. 6478 – Adopt approving an amended and restated agreement with Traw Associated Consulting to continue the part-time Building Official Services activities through June 30, 2015. Monday, June 23, 2014 *F. Part-time, Seasonal, and Temporary EmployeesResolution – Adopt No. 6479 establishing hourly wages for part-time, seasonal, and temporary employees, effective July 1, 2014. *G. Floodplain Management Program – Waive further reading and adopt Ordinance No. 1640 amending Chapter 9.45 of the Seal Beach Municipal Code regarding updated FEMA (Federal Emergency Management Agency) code requirements for the Floodplain Management Program. *H. Orange County Transportation Authority (OCTA) – Measure M2 Eligibility – Approve the submittal of the City’s Measure M2 Eligibility packages and its components listed in the staff report. *I. Rivers and Mountains Conservancy (RMC) – Authorize a letter of support be sent to the State Legislature for funding from a new Water Bond Measure. Street Lighting District No. 1 (Fiscal Year 2014/2015) – Adopt Resolution No. 6480 confirming the diagram, assessment and levying assessments for Street Lighting District No. 1.
