LEGAL NOTIFICATION:
The legal notice of this hearing was published in the Seal Beach Sun Newspaper on
June 5, 2015 and mailed to property owners and occupants within a 500' radius of the
subject property on June 6, 2014, with affidavits of publishing and mailing on file. At the
meeting of June 18, 2014, the Planning Commission voted to continue the public hearing
to the meeting of July 16, 2014.

BACKGROUND:
This item was originally presented to the Planning Commission at the meeting of June 18,
2014. The Commission voted to continue the item so that the applicant could revise the
proposed floor plan and requested staff to provide land use information relating to the last
two personal fitness uses that were approved to operate in the Main Street Specific Plan
area.
Conditional Use Permit 09-18
Conditional Use Permit (CUP 09-18) was approved in 2009 to allow the expansion of an
existing personal fitness facility at 148-F Main Street into the adjacent tenant space at 148-
E Main Street. The expansion allowed the business to offer fitness classes in addition to
the existing personal fitness training offered in the original tenant space. At the time this
application was reviewed by the Planning Commission, the analysis focused on noise and
determining an applicable parking ratio because the business is located near residential
uses and the Zoning Code did not set a parking ratio for fitness uses.
Conditional Use Permit 10-08
Conditional Use Permit (CUP 10-8) was approved in 2010 to permit Pop Physique to
operate a personal dance/fitness studio with a retail component at 347 Main Street Unit D.
At the time the application was reviewed by the Planning Commission the discussion was
also focused on determining an appropriate parking ratio. The business is located in a
small commercial center with multiple tenants and onsite parking. The business was
approved to operate with a class size of 12 during off-peak times for the other businesses
in the center. During peak times the business would not offer classes and operate as a
retail establishment.
ANALYSIS:
At the June 18th meeting, the Planning Commission requested information relating to the
review and analysis of the last two personal improvement fitness studios approved in the
Main Street Specific Plan area. The applications were reviewed individually based on the
proposed activities because no parking standards were adopted at that time for fitness
uses.
The Zoning Code was updated in 2011, at which time a parking ratio was established for
personal improvement fitness uses. The business owner's proposal (CUP 14-3) for a
personal fitness studio with a retail component at 308 Main Street requires a total of six(6)
parking spaces.
The proposed personal fitness use is not located within close proximity to residential uses
and it does not offer other fitness components. The business is bounded by commercial on
all sides. The Xtend Barre classes are the only component that comprises the personal
fitness use for this business. The proposed operation is similar to CUP 10-8 because it will
offer classes during off-peak hours and will include a retail component to maintain
continuity within the Main Street Specific Plan area. This application also differs from both
previous CUPS in that the Zoning Code now has an established parking ratio for the
proposed use. The applicant will comply with the required parking for the personal
improvement fitness use. In addition, the applicant has agreed to manage the operation of
the proposed business by off-setting the schedule times for classes to ensure the on-going
accessibility of parking spaces and minimize potential parking congestion.

The applicant, Stacy Toaselli, is requesting approval of a personal improvement fitness
studio on the ground floor facing Main Street at 308 Main Street within the Main Street
Specific Plan area. The subject site consists of a 1,755 sq. ft. tenant space within a one-
story, four-unit commercial building located on the east side of Main Street, north of
Electric Avenue. The commercial building is surrounded by commercial uses to the north
and west, commercial uses to the west across Main Street and commercial uses to the
south across a parking lot and Electric Avenue.
The applicant proposes to designate the front portion of the tenant space for retail use
where fitness apparel and similar fitness related items will be offered for sale. The retail
use will be oriented toward pedestrians on Main Street and operate with fixed hours. The
retail use will complement the existing mix of pedestrian serving uses on Main Street.
The proposed fitness studio will operate an Xtend Barre workout in the rear portion of the
tenant space. A wall will be constructed to separate the retail area from the fitness studio.
The fitness studio will operate on an appointment basis with a daily class schedule. The
Xtend Barre workout consists of combining professional ballet exercises with Pilates
principles and will be offered in three set class programs, two of which last 55 minutes and
one which lasts 75 minutes. Classes offered between 11:00 AM and :00 PM will be limited
to a maximum of 4 clients. Classes offered between 6:00 AM and 11:00 AM, before most
businesses are open for business, and after 6:00 PM when most retail businesses have
closed, will have a maximum of 15 clients. During the busier peak times, when all retail
businesses and restaurants are open, class sizes will be restricted to 4 clients so the
business activity will not impact the surrounding businesses and parking. During the off-
peak hours, before most businesses open for the day and after most retail businesses are
closed, the business will be permitted to hold classes with 15 clients. The subject site is
immediately surrounded by commercial uses and the nearest residential building is
approximately 100 ft. away.A condition has been included to require the rear side door, on
the north elevation, to remain closed during all class session to further ensure noise does
not emanate from the facility.
The applicant's application included a request to permit child care in association with the
business; however, the applicant has withdrawn the request for childcare as the space is
not large enough to accommodate that particular use and prefers to focus on the retail and
personal improvement fitness use.
The Seal Beach Municipal Code requires personal improvement uses and retail uses to
provide 1 parking space for every 300 sq. ft. of gross floor area. The applicant proposes to
occupy a tenant space that is 1,755 sq. ft., which requires a total of 6 parking spaces for
the new fitness studio and retail use. The Main Street Specific Plan and the Seal Beach
Municipal Code recognize that the close proximity of uses within the Main Street area can
lead to parking constraints in the area. In the event parking cannot be provided, a business
is required to participate in the Main Street In-Lieu Parking Program to meet all or part of
the required parking for the business use. The In-Lieu Parking Fee is $3,500 per deficient
parking space. The subject site does not have any physical parking spaces so the
applicant must meet all of the required parking by participation in the In-Lieu Parking
Program. The total In-Lieu Parking Fee for 6 parking spaces will be $21,000, to be paid
over a 3 I2 year period.
The Main Street Specific Plan recognizes an important element of the Main Street area is
the mix of uses in close proximity to one another. The applicant is proposing to operate a

fitness studio and retail use, as an addition to the mix of commercial uses in the Main
Street Specific Plan area.
CONCLUSION:
After conducting the public hearing and receiving public testimony, staff recommends that
the Planning Commission adopt the attached Resolution No. 14-4 approving CUP 14-3 to
permit a personal improvement fitness studio and retail use at 308 Main Street, on the
ground floor facing Main Street in the Main Street Specific Plan area.

PERMIT 14-3 TO PERMIT A FITNESS STUDIO AND
RETAIL USE AT 308 MAIN STREET ON THE
GROUND FLOOR FACING MAIN STREET IN THE
MAIN STREET SPECIFIC PLAN AREA
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY FIND AND RESOLVE AS FOLLOWS:
Section 1. On April 24, 2014, Stacy Toaseili ("the applicant") submitted an
application to the City of Sea! Beach Department of Community Development for
Conditional Use Permit (CUP) 14-3 to permit a fitness studio and retail use at 308 Main
Street (the "subject property"), which is located in the MSSP (Main Street Specific Plan)
Zone.
Section 2. Pursuant to the State of California Public Resources Code and
State Guidelines for the California Environmental Quality Act (CEQA), the Community
Development Department has determined that the proposed project is categorically
exempt from environmental review per 1500(c)(2) and Section 15061(b)(3) of the State
CEA Guidelines.
Section 3. A duly noticed public hearing was held before the Planning
Commission on June 1 , 2014 to consider the application for CUP 1 -3. At the public
hearing, the Planning Commission received and considered all evidence presented,
both written and oral, regarding the subject application. The record of the public hearing
indicates the following:
A. The subject site consists of a 1,755 s . ft. tenant space within a
one-story, four-unit commercial building located on the east side of Main Street, north of
Electric Avenue. The commercial building is surrounded by commercial uses to the
north and west, commercial uses to the west across Main Street and commercial uses
to the south across Electric Avenue. The subject property is located in the MSSP (Main
Street Specific Plan) zone, which permits a personal improvement type use on the
ground floor subject to approval of a Conditional Use Permit.
B. The applicant will complete interior tenant improvements to add a
partition wall that will separate the retail area from the fitness studio.
Section 4. Based upon the facts contained in the record, including those
stated in the preceding Section of this resolution and pursuant to Chapter 11.5.20 of the
Code of the City of Seal Beach, the Planning Commission makes the following findings:
A. The General Plan Land Use Map designates the subject property
as a Commercial — Service land use area. The proposed use, as conditioned below, is
consistent with the General Plan. The General Plan specifies that the Commercial —
Service land use category consists of commercial establishments selling a broad range
of convenience and consumer goods or providing a variety of personal services. The
General Plan describes the Main Street Specific Plan area as an area that experiences

heavy vehicle and pedestrian influx while also serving as the major commercial service
area for the surrounding residential areas. The proposed fitness studio and retail use
meet the intent of the commercial service designation because the business will provide
both a personal service and retail to serve the Main Street Specific Plan area.
B. The proposed personal improvement fitness studio and retail use is
permitted on the ground floor in the MSSP (Main Street Specific Plan) zone with
approval of a Conditional Use Permit. The Main Street Specific Plan identifies the areas
mix of uses in close proximity to one another as an important element in the small town
village charm. The subject site storefront opens directly onto Main Street and will add to
the mix of service-commercial and retail uses. The fitness studio will be conducted in
the rear portion of the tenant space while the retail component will be in the front
oriented toward pedestrians on Main Street.
C. The proposed use, as conditioned below, will be located on a site
that is physically adequate for the type, density, and intensity of use being proposed,
including provision of services, and the absence of physical constraints. The Seal
Beach Municipal Code requires 6 parking spaces to meet the need of the proposed
fitness studio and retail use. The Seal Beach Municipal Cade recognizes that parking is
constrained in the Main Street Specific Plan area and requires participation in the Main
Street Specific Plan District In-Lieu Parking Program. The program permits all or part of
the parking space requirements to be satisfied by compliance with this program. The
subject site does not have any physical parking spaces to serve the proposed fitness
studio and retail use so the applicant will participate in the program to satisfy all of the
parking spaces required for the fitness studio and retail use. The In-Lieu Parking Fee is
$3,500 per deficient parking space. The new personal improvement fitness studio and
retail use is determined to have a deficiency of 6 parking spaces. The applicant will pay
a total In-Lieu Parking Fee of $21,000.00 to be paid over a period of 3 years and six
months, in monthly installments of$500.00.
D. The location, size, design, and operating characteristics of the
proposed use, as conditioned below, will be compatible with and will not adversely
affect uses and properties in the surrounding neighborhood. The subject property is
immediately surrounded by commercial uses. The nearest residential building is over
100 ft. away from the subject property and the business will be required to keep the rear
door closed while classes take place so as not to cause noise. The proposed fitness
studio and retail use is compatible with the commercial area in which it is located. The
subject property consists of a, 1,755 sq. ft. tenant space within a one-story, four-unit,
commercial building in the Main Street Specific Plan area. The proposed use will not
result in additional square footage to the building and will not disrupt the existing
character of the Main Street Specific Plan area. The Seal Beach Municipal Code
requires 6 parking spaces for the proposed use and participation in the Main Street
Specific Plan District In-Lieu Parking Program will satisfy this requirement. To further
ensure that the business is compatible with surrounding uses, class sizes were
scheduled around typical peak hours in the Main Street Specific Plan area. Classes
offered before most businesses open will have a maximum of 15 clients. Similarly,
classes offered after most retail businesses close for business will have a maximum
class size of 15 clients. Any classes offered between 11:00 AM and 6:00 PM will be

limited to a maximum class size of 4 clients. To further ensure the proposed business
does not interfere with activity on Main Street during peak hours, the fitness studio will
be prohibited from offering classes on Friday, Saturday and Sunday evenings, between
6:00 PM and 9:00 PM., when the business closes.
E. The establishment, maintenance, and operation of the proposed
-fitness studio and retail use at the subject site, as conditioned below, will not be
detrimental to the health, safety, or welfare of persons residing or working in the vicinity.
The proposed fitness studio and retail use is located in a four-unit commercial building
occupied by retail and restaurant uses. The proposed fitness studio and retail use is
consistent with the existing uses throughout the Main Street Specific Plan area. The
Conditions placed on the fitness studio and retail use will ensure the business does not
become detrimental to persons residing or working in the vicinity.
F. The proposed use is consistent with the intent and purpose and
vision established for the Main Street Specific Plan. The Main Street Specific Plan
identifies the vision for Main Street as "small town America" with friendly people in a
pedestrian oriented area where people walk and feel safe on the street at night. The
proposed fitness studio and retail use is consistent with the goals to preserve and
enhance the Main Street Specific Plan area because it adds to the mix of service
commercial uses offered to residents and visitors.
G. The proposed use does not conflict with -the Specific Plan's goal to
establish and maintain a balanced mix of uses that serve the needs of both local and
non-local populations. The proposed fitness studio and retail use will add to the mix of
uses in the Specific Plan area and maintain the balance of service commercial uses.
The proposed use will provide a service use and a retail use that complement the mix of
uses in the Main Street Specific Plan area.
H. The use will contribute to the unique character of Main Street and
the qualities that provide a sense of identity. The small town village charm of Seal
Beach's Main Street area comes from a variety factors such as an eclectic mix of
architecture, constrained area, relation to the ocean and the mix of uses in close
proximity to one another. The proposed personal improvement fitness studio and retail
use will add to this eclectic mix of uses and enhance the variety of items offered in the
Main Street Specific Plan area. The proposed use will provide another retail store-front
that can appeal to pedestrians walking along the Main Street Specific Plan area.
Section 5. Based upon the foregoing, the Planning Commission hereby
approves CUP 14-3 to permit a personal improvement fitness studio on the ground
floor, facing Main Street, within the Main Street Specific Plan at 308 Main Street, subject
to the following conditions:
1. Conditional Use Permit 14-3 is approved to permit a personal improvement fitness
studio, and retail use, at 308 Main Street on the ground floor, facing Main Street in
the Main Street Specific Plan area. The fitness studio and retail use will operate
from 6:00 AM to 9:00 PM.

Z The premises of the fitness studio and retail use must be in substantial compliance
with the project plans submitted with the application and maintained on file with the
Community Development Department.
3. Classes conducted between the hours of 11:00 AM and 6.-00 PM are limited to a
maximum of 4 clients.
4. Classes conducted from 6:00 AM to11:00 AM and after 6:00 PM are limited to a
maximum class size of 15 clients,
5. Classes will not be offered on Friday, Saturday, and Sunday evenings between the
hours of 6:00 PM and 9:00 PM, closing.
6. All business activities must be conducted completely within the enclosed building.
No activities associated with the business are allowed outside of the tenant space.
7. No video games or similar amusements shall be permitted on the premises.
8. No childcare services shall be permitted on the premises.
9. The In-Lieu Parking Fee of $21,000.00 must be paid over a period of three years
and six months, in monthly installments of $500.00. The initial installment must be
paid to the City by July 1, 2014, all remaining payments will be considered due on
the 1*9t of every month
10. The establishment must comply with Chapter 7.15 "Noise" of the City of Seal Beach
Municipal Code. Should complaints be received regarding noise generated by the
establishment, the Planning Commission reserves the right to schedule this permit
for reconsideration and may require the applicant/business operator to mitigate the
noise level to comply with the provisions of Chapter 7.15.
11. The door located on the east end of the north wall must be kept closed during all
classes and private sessions.
12. All requirements of the Orange County Fire Authority must be complied with prior to
issuance of building permits for tenant improvements related to the proposed use.
13. This CUP shall not become effective for any purpose unless/until a City
"Acceptance of Conditions" form has been signed and notarized by the applicant
before being returned to the Planning Department; and until the ten (10) calendar
day appeal period has elapsed.
14. All clients and visitors to the fitness studio must be instructed not to park in
surrounding residential streets or alleys.
15. A modification of this CUP must be applied for when:
a. The establishment proposes to modify any of its current Conditions of Approval.
b. There is a substantial change in the mode or character of operations of the
establishment.
16. The Planning Commission reserves the right to revoke or modify this CUP if any
violation of the approved conditions occurs, any violation of the Code of the City of
Seal Beach occurs.
17. The establishment shall have a public telephone listing.

18. This CUP shall become null and void unless exercised within one year of the date
of final approval, or such extension of time as may be granted by the Planning
Commission pursuant to written request for extension submitted to the Community
Development Department a minimum of ninety days prior to such expiration date.
19. The applicant will prominently display these Conditions of Approval in a location
within the businesses' customer area that is acceptable to the Community
Development Director.
20.The applicant shall indemnify, defend and hold harmless City, its officers, agents
and employees (collectively "the City" hereinafter) from any and all claims and
losses whatsoever occurring or resulting to any and all persons, 'firms, or
corporations furnishing or supplying work, services, materials, or supplies in
connection with the performance of the use permitted hereby or the exercise of the
rights granted herein, and any and all claims, lawsuits or actions arising from the
granting of or the exercise of the rights permitted by this Conditional Use Permit,
and from any and all claims and losses occurring or resulting to any person, firm,
corporation or property for damage, injury or death arising out of or connected with
the performance of the use permitted hereby. Applicant's obligation to indemnify,
defend and hold harmless the City as stated herein shall include, but not be limited
to, paying all fees and costs incurred by legal counsel of the City's choice in
representing the City in connection with any such claims, losses, lawsuits or
actions, expert witness fees, and any award of damages, judgments, verdicts, court
costs or attorneys' fees in any such lawsuit or action.
21. Building permits shall be obtained for all tenant improvements conducted within the
building.
22. Failure to comply with any of these conditions or a substantial change in the mode
or character of the establishment shall be grounds for revoking or modifying this
CUP approval.

Executive Summary
The Xtend Barre Workout is the premier ballet barre workout... Dance and Pilates Amplified.
Andrea Rogers is the creator and owner of the Xtend Barre Workout and has been a
professional dancer and choreographer since the age of 18. She's performed with various
celebrities and recording artists such as Enrique Iglesias and Aaron Carter. She's also traveled
the country with several professional dance companies and performed as a principal dancer for
Wait Disney World Co. In the early 2000s, Andrea was certified to become a classical Pilate's
instructor. She believed in the Pilates principles (stabilization, concentration, control, flow,
breath and precision) and observed the long-term results in her Pilate's clients.
In an effort to provide cross training and seek better results for her clients, she began to
incorporate dance elements and music into her Pilate's sessions in order to offer challenges in
coordination, rhythm, and cardiovascular fitness. By raising her Pilate's clients to a vertical
position, and diversifying their range of motion, Andrea found greater results by offering Xtend
Barre than by maintaining a routine of Pilates alone. Most importantly, her clients were gaining
energy, enjoying elements of dance, and having fun!
Developed from a dance/ Pilates background, the Xtend Barre workout combines the amazing
results of dance with the principles of strength and safety in Pilates.
The Xtend Barre method is best summarized by a long-time client: "If Pilates sculpts your body,
Xtend Barre I chisels it.'
Company Summary
Xtend Holdings, LLC, a Florida Limited Liability Company began to franchise in October 2010.
Xtend authorizes the franchisee of the free-standing studio to teach multi-level classes geared
to challenge bodies of any age, gender, or fitness background, based on principles of dance and
Pilate's under the name Xtend Barre.
1.1 LLC Ownership
The Xtend Barre free standing studio in Seal Beach, CA will operate under the franchisee, SJ
Barre LLC, as a sole proprietorship.
The SJ Barre LLC is owned by Stacy Tomaselli.
2.2 Philosophy
The Xtend Barre philosophy is simple. We teach a multi-level class geared to challenge bodies of
any age, gender, or fitness background. We offer exercises that can be modified for beginners,
prenatal clients or clients with injuries, but that can also be amplified for advanced clients that
are looking for an extreme challenge. The Xtend Barre system sculpts the body proportionally
so that all body parts are equally challenged. This total body workout serves to strengthen,
lengthen, and stretch the body from top to bottom, from inside out. The end result is a long
and lean physique.....without added bulk.

2.4 Studio Localon
Xtend Barre Seal Beach, operating under SJ Barre LLC, will be located at 308 Main Street,
conveniently serving the affluent beach city and surrounding area. The goal of SJ Barre LLC is to
build a large base of clients from the thousands of well educated professionals, affluent
families, condo dwellers and single family homeowners.
Besides the fitness classes, SJ Barre LLC, will sell fitness apparel, Xtend Barre equipment and
workout DVD as well as other health and fitness related items. Additionally, childcare will be
offered during peak week day class times.

The SJ Barre LLC services, class description and products are as follows:
Class Description
• Xtend Barre is a 55 minute total body workout that strengthens, lengthens, and
stretches the body from top to bottom, from inside out. The workout combines amazing
results of dance with the principles of strength and safety in Pilates.
• Piloxing uniquely mixes Pilates and Boxing moves into a fat torching, muscle sculpting,
core centric interval workout, guaranteed to bring you into shape.
• Barrecarnip is a 75 minute workout that amplifies the traditional Xtend Barre workout by
lengthening the class duration and takes it up a notch with the challenge of cardio
intervals.
• Xtend Barre Stick is a 55 minute workout that utilizes the Pilates Stick attached to the
ballet barre to add resistance to your Xtend Barre workout. This class will build your
cardio endurance, upper body strength and core stability. Build upon the traditional
Xtend Barre workout with a bit less dance, but alot of Xtend Barre grace combined with
added strength, stability and core training.
• Private Sessions are one on one Xtend Barre sessions for 60 minutes. By appointment
only,

• Fitness apparel by: Xtend Barre, Lorna Jane and other fitness apparel retailers.

4.3 Marketing Strategy
The key to the marketing strategy is to partner with local schools, small businesses and non-
profit organizations to drive traffic into the studio. SJ Barre LLC will donate a small percentage
of the client's auto monthly membership fee to the attending child's school. This is a direct
initiative to establish roots in the community as well as encourage parents to promote a
healthy and active lifestyle within the home. A complimentary class and presentation will be
conducted at the local businesses and the employees will be personally invited to attend the
preview classes prior to the Grand Opening. Flyers will be circulating at nearby restaurants,
coffee houses, Physical Therapy& Chiropractic offices, OB-GYN and fitness retailers. There will
be advertisements in the local paper and online. 5.1 Barre LLC will partner with local running and
tri clubs as well as with, Growing Great, a local non-profit organization that promotes healthy
eating habits in children and adults to reduce obesity and disease. Additionally, SJ Barre LLC will
have the PR support from the franchise and will participate in the online social media markets,
such as: Facebook, Pinterest, Tweets, Groupons and Living Social.
Personnel Plan
Health and fitness have been a part of Stacy Tomaselli since a very young age. Stacy began
dancing at the age of 2 up until her teens. It was during her teenage years,that the love for
running developed and led her to compete 4 years XCountry at the collegiate level for The
University of San Diego. This later evolved to marathons and triathlons, placing in the top 3%of
her age group. In an effort to stay strong, lean and injury fee, she began taking Pilates. Post
graduation, Stacy quickly climbed the corporate ladder to where she is currently Sr Manager for
a high end denim apparel company. She is married with 3 children. After her third child, Stacy
was looking for a low impact workout where she could fulfill 3 essential fitness elements:
cardio, Pilates and yoga, into a single workout. it's the combination of dance and Pilates that
gravitated her to the Xtend Barre workout. It has always been Stacy's dream of owning her own
business combined with her love and passion for health and fitness. The belief in the workout
and its philosophy is the reason for becoming a part of the Xtend Barre franchise,

I'm writing today upon hearing of a new fitness studio proposed to open at 300 block of main st. I think that a
fitness studio of this nature would add a great deal to the Seal Beach community and the overall wellness of it's
residents. I personally would be walking or biking to the location as are many of my girlfriends who look
forward to the opening, as we all work toward achieving a healthier lifestyle. I hope that my writing today has a
positive influence on the council's ultimate decision to approve this location.

I support the proposal for the fitness studio. Parking is fine plus there will be many patrons that are local that

RE: Fitness Studio Parking plan
Hi Bob,
I was Glad you made us aware of the proposed Fitness Studio on Main Street, but I was
confused as to why at this point in time the Commission was concerned about parking. This
new business is nearly the same as was there last. In fact it may even require less parking
than that last fitness studio. I don't recall that parking was an issue with that older business
so what has changed?
Is the fact that you have allowed a full service sports bar and grill (French Restaurant)
where the wine tasting bar had been making parking more of an issue?
This does raise the real issue of parking in Old Town Seal Beach. When is the City going to
address this and how? How much money has been collected over the years in the City's
Parking Development Fund? Since I moved to Seal Beach 12-years ago I have purchase 2
"Parking Stickers", each of those 12 years. I was told the City has collected nearly
$100,000 per year with the "Sticker Program" plus about another $25,000 from the
"merchants parking in lieu" fund. If that amount has been accruing over this time period, the
City should have a parking structure fund of about $1,500,000 that should be used to build
a 3-story structure on the north side of the pier in the parking lot below the proposed
memorial garden. If the $1.5mil is not enough, a revenue bond with annual payments
collected from the parking fees may fund the amount required. Just a thought. Hope
something gets started.
