HomeMy WebLinkAboutCC Res 5305 2005-02-14 1 1 I RESOLUTION NUMBER ~ ~O~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE TIlE POSITION OF COMMUNITY SERVICES OFFICER IIII WHEREAS, the Community Services Officer 1111 position has been developed to address specialized as well as generalist functions within the Administrative Services Division of the Police Department; and WHEREAS, on January 6,2005 the Civil Service Board reviewed the Community Services Officer 1111 job description and determined its completeness and appropriateness and recommended the Position Classification Plan be amended to include that position, attached as Exhibit A to this resolution; and WHEREAS, a title change has been made to the Records Technician classification to rename the classification as Community Services Officer I in order to create a single a single classification series with multiple levels; and WHEREAS, a salary range for the positions have been established as listed below: Community Services Officer I Range A B C D E 26B 2549 2676 2810 2951 3098 Community Services Officer II Range A B C D E 30B 2813 2954 3102 3257 3420 ~ NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby amends the Position Classification Plan to include the position of Community Services Officer 1111 and sets wages and benefits for same. Specificatiolls are 1I0t illtellded to reflect all dllties performed withill the job. 1 DEFINITION The Community Services Officer I compiles, prepares, records and maintains a variety of confidential police records, reports and related paperwork and assists the public at the front counter. The Community Services Officer II enforces all laws and ordinances pertaining to assigned area of responsibility including Parking and Traffic, Court Liaison, Property, Detectives and the Field. SUPERVISION RECEIVED AND EXERCISED Community Services Officer I: Receives direct supervision from the Records Supervisor. Community Services Officer II (when assigned to Court Liaison and Property duties): Receives direct supervision from the Records Supervisor and the Detective Sergeant Community Services Officer II (when assigned to Parking and Traffic duties): Receives direct supervision from the Patrol Sergeant and exercises supervision over part-time Police Aides. Community Services Officer II (when assigned to Field duties): Receives direct supervision from Watch Commander. Receive requests for information from other City departments, outside government agencies, private organizations, news media and the general public for release of statistical information; release information according to established policies and procedures. . Perform computer input for nationwide automated system (CLETS) including stolen vehicles, missing persons, stored vehicles and stolen property according to established guidelines. . File various docu!1lents in th~ manner prescribed by policy. . May provide front countC(r assistance and information to the public, including responding to requests for information on regulations, procedures, systems and precedents relating to established policies. . Maintain effective and pleasant relations with merchants and the public . Testify in court when necessary. . May assist in the Records Division during staff shortages. . Perform other related duties as assigned. Community Services Officer II Assignments: Assignments to duties is based on a rotation basis, however, Management reserves the right to make assignments based on departmental needs. . When assigned to Parking and Traffic duties: patrols an assigned area of the City to enforce parking regulations, including street sweeping violations; issue citations to violators; impound vehicles if necessary; monitor parking meters for violations; may collect parking meter monies for deposit through established procedures; prepare daily reports and input computer data relative to parking citations, towing, traffic accidents and other related matters; draft letters; adjudicate parking complaints; complete monthly administrative reports; train, supervise, schedule and evaluate parking control staff; respond quickly and safely to emergency calls; provide traffic control as needed during emergencies, special events, and traffic accidents; enforce miscellaneous municipal codes, including sign violations, abandoned property and vehicle violations; may release vehicles according to established policies and procedures and develop parking plans for special events. . When assigned to Field duties: prepare daily reports and input computer data relative to traffic citations, towing, traffic accidents and other related matters; respond quickly and safely to emergency calls; provide traffic control as needed during emergencies, special events, and traffic accidents; enforce miscellaneous municipal codes, including sign violations, abandoned property and vehicle violations; conduct basic investigations of certain crimes and complete police reports; may be temporarily assigned to . investigations; may rele~e stored vehicles according to established policies and procedures. . When assigned to Propcrty duties: record and prepare all investigative lab samples prior to transportation to appropriate laboratory facility, ensure safe and organized handling and booking of all bio-safety hazards; assume responsibility for recording and placement of evidence including tracking and set-up of all crime analysis work, cross-chccking property entries made through the records system for accuracy and updating all property procedures and laws related to evidence; assume responsibility for thc releasc of court- ordered property; investigation of found property including purging of fireanns and narcotics according to established policies and procedures; assume responsibility for training of sworn personnel ami volunteer staff in property booking and Orange County Crime lab procedures. · When assigned to Court Liaison duties: perform computer input and retrieval of data and text; prepare continuances for department personnel; maintain local programs for subpoenas, word processing and statistics; prepare and submit daily court list of personnel who have been subpoenaed for court; coordinate subpoenaed personncl; track status of cases in court; proofrcad and review police reports; acts as a liaison with District Attorney; manage court overtime; may access the County Court computer for retrieval of information on closed and pending court cases and complete and preparc court packages for completeness and accuracy. Business letter writing and basic report preparation techniques. . A typical way to obtaill the kllowledge alld abilities 1V0uld be: 1 Experience: Community Services Officer I: Two years of increasingly responsible experience involving the maintenance of records including one year of experience maintaining police records. Community Services Officer II: Two years of increasingly responsible experience involving the maintenance of police records or possess equivalent experience in police support work. Traininl!:: Equivalent to the completion of the twelfth grade supplemented by college level course work in business administration, criminal justice or a related field. License: Possession of a valid driver's license. WORKING CONDITIONS Environmental Conditions: Community Services Officer 1111: Office environment; exposure to computer screens, potentially hazardous or infectious materials. Community Services Officer II: Field environment; travel site-to-site, exposure to inclement weather conditions. 1 Phvsical/Conditions: . Community Services Officer 111I: Essential and marginal functions require maintaining physical condition necessary for sitting for prolonged periods oftime; moderate lifting. Community Service Offieer II: Essential and marginal functions require maintaining physical condition necessary for operating motorized vehicles; marginal lifting of street cones, barricades; marking veliicles and walking for extended periods of time.
