A RESOLUTION OF CITY COUNCIL OF THE CITY OF
SEAL BEACH DESIGNATING THE STANDARDIZED
EMERGENCY MANAGEMENT SYSTEM (SEMS) AND
THE NATIONAL INCIDENT MANAGEMENT SYSTEM
(NIMS) AS THE BASIS FOR ALL INCIDENT
MANAGEMENT IN THE CITY OF SEAL BEACH.

WHEREAS, California Government Code 8607 establishes a statewide
Standardized Emergency Management System (SEMS), which defines a coordinated
approach to emergency preparedness, response, and recovery for emergency response
agencies;
WHEREAS, the President in Homeland Security Directive (HSPD)-5, directed
the Secretary of the Department of Homeland Security to develop and administer a
National Incident Management System (NIMS), which would provide a consistent
nationwide approach for Federal, State, local, and tribal governments to work together
more effectively and efficiently to prevent, prepare for, respond to and recover from
domestic incidents, regardless of cause, size or complexity;
WHEREAS, the collective input and guidance from all Federal, State, local, and
tribal homeland security partners has been, and will continue to be, vital to the
development, effective implementation and utilization of a comprehensive NIMS;
WHEREAS, it is necessary and desirable that all Federal, State, local and tribal
emergency agencies and personnel coordinate their efforts to effectively and efficiently
provide the highest levels of incident management;

WHEREAS, to facilitate the most efficient and effective incident management it
is critical that Federal, State, local, and tribal organizations utilize standardized
terminology, standardized organizational structures, interoperable cornmunications,
consolidated action plans, unified command structures, uniform personnel qualification
standards, uniform standards for planning, training, and exercising, comprehensive
resource management, and designated incident facilities during emergencies or disasters;
WHEREAS, the NIMS standardized procedures for managing personnel,
communications, facmn:;ma~ources will improve the City's ability to utilize federal
funding to enhanc~;ibMr~d!s{~e">al1ency readiness, maintain first responder safety, and

streamline incident'management processes.

WHEREAS, ~Incident Command System components ofSEMS and NIMS are
already an intJgr~1 part of Jarious iJcident management activities throughout the City,
including current-emergency manag~ment training programs; and

WHEREAS, in 1996 the City of Seal Beach adopted the statewide Standardized
Emergency Management System (SEMS) and implemented an emergency management
program involving all local governments in the creation of the Orange County
Operational Area; and

WHEREAS, the California Standardized Emergency Management System
substantially meets the objectives ofthe National Incident Management System; and
WHEREAS, the Emergency Management Manager, appointed by the City
Council will ensure that City personnel who are part of the emergency organization, and
who are designated as California Disaster Service Workers (according to California
Government Code 3100-3109), are trained and prepared to respond; and
WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
recommended adoption of a standardized Incident Command System;

WHEREAS, pursuant to the President's Executive Order, Homeland Security
Directive (HSPD) 5, local governments are required to establish the National Incident
Management System (NIMS) as the standard for incident management.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL
BEACH DOES HEREBY RESOLVE:
Section 1
That the City of Seal Beach City Council does hereby approve and adopt the National I
Incident Management System (NIMS) for the City of Seal Beach and direct the City
Manager to implement the NIMS, including the delivery of a city-wide employee training
program.
Section 2
During the existence of a local emergency the powers, functions, and duties of the
emergency organization of this city shall be those prescribed by State law as in the
Standardized Emergency Management System (SEMS), by ordinances, and resolutions of
this city.
Section 3
Adopt the 2005 City of Seal Beach Emergency Operations Plan.

on 26th day of Seotember, 2005 by the following vote:
