HomeMy WebLinkAboutCC Res 5406 2005-12-12 RESOLUTION NUMBER 5406 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE CLASSIFICATION PLAN DOWNGRADING ONE AUTHORIZED RECREATION SUPERVISOR POSITION TO RECREATION COORDINATOR AND AMENDING, THE TITLE OF RECREATION SUPERVISOR TO RECREATION PROGRAM FACILITATOR . WHEREAS, the Personnel Office hlis analyzed the functions of the Recreation and Community Services D'epartment; and ,-0', -f ", ' " WHEREAS, it was'lleterinined'that current departmental needs do not necessitate two authorized Recreation Supervisors; and WHEREAS, the position of Recreation Coordinator would better serve the department in assisting with planning, organizing, coordinating, and implementing recreational programs; and WHEREAS, authorizing this position is a fiscal saving to the City while maintaining continued quality level of service and recreational programs; and WHEREAS, the duties of the two authorized positions of Recreation Supervisor have been absorbed and performed by one Recreation Supervisor position; and WHEREAS, authorizing the amendment of the title of Recreation Supervisor to Recreation Program Facilitator better reflects the responsibilities of the position. 1 NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Seal Beach hereby amends the Position Classification Plan to include the position of Recreation Coordinator and upgrades the salary range for the position of Recreation Program Facilitator as recommended in section one. Specifications are not intended to reflect all duties perfomled within thejob. 1 DEFINITION - The Recreation Coordinator assists with planning, implementing, and promoting activities such as adult sports, aquatics, classes, excursions, and special events. The Recreation Coordinator plans, develops, organizes and coordinates sports activities and an annual calendar of community programs and special events; determines personnel, equipment and material needs for programs and activities; make recommendations in evaluating, training, supervising and evaluating recreation personnel; coordinates reservation of public facilities, including field preparation; assists with the supervision of the collection and accounting of money for class registration and sports programs, prepares news releases and brochures concerning department activities; assists in analyzing trends in recreation programming, including community attitudes, socio-economic issues, population age, program requests and other factors for program planning; meets with community groups to promote recreation activities and special events; other related duties. SUPERVISION RECEIVED AND EXERCISED - Under general supervision of the Assistant City Manager (Director of Recreation and Community Services) and/or the Recreation Programs Facilitator. ESSENTIAL FUNCTION STATEMENTS - Esselltial and other important responsibilities and duties may include, but are not limited to, the following: 1 Essential Functions: . Demonstrate leadership ability in coordinating staff; developing creative ideas for increasing sports activities. . Must be available to work nights and weekends and on all holidays. . Previous supervisory experience as the incumbent will be responsible for a large portion of the recreation leader staff, facility and training; must be computer literate and have experience with power point, word, publisher, excel. . Ability to keep detailed records and have departmental budget maintenance experience. . Demonstrate ideas to "create community" within the department; have the ability to forecast and have vision for the sports division; other duties as assigned. . Otlier duties as assigned. OUALIFlCA TIONS 1 Knowledee of: Organization and functions oflocal government and municipalities. Principles and practices and recreational programs. Records management. Recreational programs and related equipment. Principles of office organization, administration, coordination and training. English usage, granunar, spelling and punctuation, computer hardware and software. Ability to meet the public with courtesy and to communicate clearly and concisely and promote quality customer service. Abilitv to: Communicate clearly and concisely, both orally and in writing. Ability to work in a field environment which includes traveling from site to site and requi~es physical condition for walking considerable distances and moderate lifting and carrymg. Knowledge of Microsoft Word, Excel and other computer programs. EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge, and abilities would be: Experience: Two years of related experience; general fiscal and financial record keeping knowledge highly desirable. 1 Education: High school graduation or equivalent. AA degree or some college coursework in recreation, leisure and/or sports programs highly desirable. License or Certificate: Possession of a valid driver's license with no violation that would affect the performance of job requirements. WORKING CONDITIONS Environmental Conditions: Field environment, traveling from site to site and requires physical condition for walking considerable distances and moderate lifting and carrying. Office environment; exposure to computer screens. Specifications are not intended to reflect 011 duties performed within the job. 1 DEFINITION To assist the Assistant City Manager (Director of Recreation and Community Services) and facilitate and coordinate recreation department programs, services and activities including either adult or youth league sports, aquatics, after school programs, contract classes or City-wide special events; coordinate assigned activities with other divisions, outside agencies and the general public; and to provide responsible and technicaVprofessional level staff assistance to the Assistant City Manager (Director of Recreation and Community Services). SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Assistant City Manager (Director of Recreation and Community Services). Assist the Assistant City Manager (Director of Recreation and Community Services) by exercising oversight of seasonal and contract staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to the following: 1 I Essential Functions: . Assist the Assistant City Manager (Director of Recreation and Community Services) to coordinate the organization and staffing for assigned recreation programs and activities, including either adult or youth league sports, aquatics, after school programs, contract classes or City-wide special events. . Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures. . Assist the Assistant City Manager (Director of Recreation and Community Services) to identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. . Assist the Assistant City Manager (Director of Recreation and Community Services) to direct, coordinate and review the work plan for assigned recreation program services and activities; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. . Assist the Assistant City Manager (Director of Recreation and Community Services) to coordinate marketing efforts with those of other divisions, outside agencies and organizations; prepare and present brochures and related public relations materials. . Schedule classes and facilities for classroom use; select contract instructors for scheduled classes; assist with enrollment rosters and payments; ensure safe, clean facilities for participants. . Plan, promote and implement summer and seasonal youth camp programs including special event activities for children. . Organize, schedule, and facilitate the implementation of adult and youth sports leagues including softball, basketball, volleyball, soccer, floor hockey and table tennis; select officials for appropriate sports; coordinate game times with coaches and program staff. . Organize, schedule, and facilitate the implementation of aquatic programs and activities including lap swims, exercise classes and competitive swim meets; oversee maintenance of pool facility. Resolution Number 5406 . Assist the Assistant City Manager (Director of Recreation and Community Services) to train, motivate and provide input and recommendations in evaluating seasonal and contract personnel service performance; . Assist the Assistant City Manager (Director of Recreation and Community Services) to work with employees to correct deficiencies; . Assist the Assistant City Manager (Director of Recreation) and Personnel Department to implement discipline and termination procedures as needed. . Assist the Assistant City Manager (Director of Recreation and Community Services) and participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary. . Coordinate citywide special event permit process. . Provide staff assistance to the Assistant City Manager (Director of Recreation and Community Services); participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary. 1 Man!inal Functions: . Coordinate assigned recreation programs and activities with those of other divisions and outside agencies and organizations. . Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of recreation and leisure. . Perform related duties and responsibilities as required. Provide input to the Department Director in the selection, supervision, and training of contract seasonal staff. . Assist the Assistant City Manager (Director of Recreation and Community Services) to plan, promote and implement summer and seasonal youth camp programs. . A typical way to obtain the knowledge and abilities would be: Exoerience: Four years of increasingly responsible recreation program development experience, including one year of administrative and/or lead supervisory experience. Traininl!: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in recreation or leisure studies, public administration or a related field. License: Possession of a valid driver's license. WORKING CONDITIONS Environmental Conditions: Indoor and outdoor recreational facilities including swimming pool and sports field; office environment, exposure to inclement weather conditions, computer screen. Phvsical Conditions: Essential and marginal functions require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time. 1 I
