DEFINITION To perfOlm a variety of difficult and complex professional planning functions involving the set up of pcnnit systcms and customer service procedures that are integratcd with those of other work units or departments; to assist in planning, organizing, and dirccting the work and the employees of the Depmiment of Development Scrvices; and to provide infonnation and assistance to City policy, makers, managcmcnt, dcvelopcrs, the business community and the general public regm"ding plmming and development-related matters. Assist in planning, orgamzmg amI directing the work and the employees of the Department of Development Services. Develop, rccommend and ovcrsec thc implcmentation of plans, policies, procedures, and budgets; may plan, organize and direct the work of service providers, including building sClviccs, CEQA compliance selvice providers, and staff suppOli selvice providers. Provide assistance to the public and others by intcrprcting plans, zoning rcgulations and relatcd policies and proccdurcs on thc telcphonc, at the public countcr and through attcndance at community meetings. Direct the preparation of agenda items, prepare written reports; make verbal prcscntations, conduct complex research and analysis, and testify before regional and state bodies 011 planning related matters. Assist in establishing, modifying and achieving selvice delivery standards for the work of the depmiment such as, but not limited to, plan and pcrmit proccssing, coordination and integration of planning activities with the related work of other City dcpartments and outsidc agcncies, customer access to public information and pcnnit/application status. I'aliicipate in the introduction of new technology as needed to advancc thc dcpl11iment's capability for scrving customers effectively and efficiently; and to support the dcpartment's capacity lor analysis and record keeping. Preparc or supcrvisc the preparation of special studies, repOlis and othcr docnments such as, but not limited to, the General Plan, the Zoning Ordinancc, Initial CEQA Studies, Environmental Impact Rcports, and various Planning Commission and City Council reports. Rcvicw and check plans and development proposals for compliance with appropllate codes and building requiremcnts, detennine the level of cnvironmental review necessary tor proposcd projects, make recommendations regarding dcvelopment proposals and economic dcvelopment oPPOliunities, review, evaluate and advise on thc impacts of proposed and new legislation and administrative regulations affccting planning functions. Servc as technical advisor and secrctary to the Environmental Quality Control Board, schedulc meetings and prcpare agenda items. Stay abreast of new trcnds and prm.:ticcs in the field of urban planning by attending and pmiicipating in professional group mcctings; May, under the direction of the Director, negotiate and administer contracts with planning consultants, cngineers, architects and others to pcrfonn planning and rClatcd services.
