HomeMy WebLinkAboutCC Res 5247 2004-06-14 RESOLUTIO~ NUMBER :5 ~-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, EXPRESSING THE CITY COUNCIL'S OPPOSITION TO ASSEMBLY BILL 710 (CORREA), WmCH WOULD EXPAND THE MEMBERSHIP OF THE ORANGE COUNTY TRANSPORTATION AUTHORITY GOVERNING BOARD WHEREAS, existing law established various local transportation entities, including I" county transportation commissions or authorities in several southern California counties, including the County of Orange; and WHEREAS, in establishing these agencies, the State Legislature sought to achieve coordinated and integrated local transportation services, the reduction of automobile dependency, reductions in air pollution and the avoidance of duplicated transportation services; and WHEREAS, these entities are also responsible for administering and allocating federal and local transportation funds to proje6ts; and WHEREAS, existing law established the Orange County Transportation Authority, comprised of 12 member,S: four members from the Orange County Board of Supervisors and six of the members serving on City Councils within the County, appointed by the Orange County City Selection Committ~e, a public member,. and a State representative; and WHEREAS, Assembly Bill 710 provides authority to expand the membership to 18 by adding an additional County Board of Supervisor member, one new public member and four additional city members; and WHEREAS, Assembly Bill 710 proposes new language that provides for selection of 'I new City member representation on a population-weighted voting basis; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SEAL BEACH. HEREBY OPPOSES ASSEMBLY BILL, 710 FOR THE FOLLOWING REASONS: . Assembly Bill 710 does not treat Orange County cities equally when selecting new members to the Orange County Transportation Authority Governing Board . Assembly Bill 710 does not provide for an open selection process where city representatives are selected from all the cities in the county. FURTHER RESOLVED, THE CITY COUNCIL OF THE CITX OF SEAL BEACH HEREBY URGES CALIFORNIA LEGISLATORS TO OPPOSE ASSEMBLY BILL 710 UNLESS AMENDED TO PROVIDE A MORE EQUITABLE SELECTION PROCESS FOR ALL ORANGE COUNTY CITIES.
