HomeMy WebLinkAboutCC Ord 1475 2001-07-23 ORDINANCE NO. ~ I AN ORDINANCE OF THE CITY OF SEAL BEACH DETERMINING THE FEDERAL 2000 CENSUS DOES NOT REQUIRE REDISTRICTING' OF CITY COUNCIL DISTRICT BOUNDARIES AS ESTABLISHED PURSUANT TO ORDINANCE NO. 1344 WHEREAS, Section 5 15 of the Charter of the City of Seal Beach states in pertinent part: "In 1980 and each 10th year thereafter, the City Council shall appoint a committee to study alld report on the advisability of redistricting the City, Upon receipt of any such committee report, and at any other time deemed necessary or desirable in order that the district boundaries be in accordance with constitutional requirement, fair and logical, the City Council may be ordinance change and redefine the boundaries of allY of all of such districts. The boundaries so defined shall be established in such manner that the district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair representation on the City Council", and I WHEREAS, Section"2'lo620 of the California Elections Code states in pertinent part: 'II'').". In establishing the boundaries of the districts, the council may give consideration to the following factors: (I) topography, (2) geography, (3) cohesiveness, contiguity, integrity, and compactness of territory, and (4) community of interest of the districts", and I WHEREAS, A City Council appointed Sub-Committee met and determined there is no necessity to revise the current City Council district boundaries for the following reasons: a The current City Council district boundaries are nearly equal in population when considering the following factors: a Topography a Geography a Cohesiveness, contiguity, integrity and compactness of territory, and a Community of interest of the districts. a The current City Council districts are more "nearly equal" in population in 2000 than they were in 1990, a The current City Council district boundaries comply with provisions of Section 515 of the City Charter and Section 21620 of the Elections Code of the State of California. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS: SECl'ION 1. Article IX, Section 2-70,1 is hereby added to read: Ordinance Number /~,,~ "Section 2.70.1 2000 Census Redistrictim!, The five political subdivisions or districts set forth in Section 2-70 are in accordance with the provisions of Section 515 of the Charter of the City of Seal Beach and Section 21620 of the State of California Elections Code, and no political subdivision or district adjustments are necessary based on the results of the 2000 Federal Census," SECITON 2.
