HomeMy WebLinkAboutCC Ord 1504 2003-08-11 ORDINANCE NUMBER /~'i I AN ORDrnANCE OF THE CITY OF SEAL BEACH ADOPTING ZONE CHANGE 03-2, CHANGING THE ZONING DESIGNATION FROM LIGHT MANUFACTURrnG (M-l) TO SPECIFIC PLAN REGULATION (SPR) AT THE BOErnG INTEGRATED DEFENSE SYSTEMS PROPERTY (2201 SEAL BEACH BOULEVARD) . THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: Section 1. The Boeing Realty Corporation ("Applicant") has submitted applications seekiIig approvals of general plan amendments, a specific plan, a zoning map amendment, a vesting tentative tract map and a precise plan (collectively "application") for the Boeing Integrated Defense Systems (BIDS) property described in "Exhibit A." I 'Section 2.' Pursuant to 14 Calif. Code of Regs. ~ 15025(a) and ~~ II.C and III of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Dmft Environmental Impact Report, which was circulated for a 45-day public review and comment period from December 27, 2002 to February 10, 2003, in compliance with the provisions of the California Environmental Quality Act, the State CEQA Guidelines, and the City's Local CEQA Guidelines. Upon completion of the public review, pcriod, a FiIlal Environmental Impact Report was reviewed by the Planning Commission at a public hearing held on May 21, 2003, After the public hearing, the Planning Commission found, through the adoption of Planning Commission Resolution No. 03-24 that the BIDS Specific Plan Final Environmental Impact Report (EIR) is legally adequate under CEQA and the State and Local CEQA Guidelines. After considering the Final EIR and public testimony thereto at a public hearing on July 28, 2003, the City Council adopted City Council Resolution No. 5149, certifying the Final EIR and adopting a statement of overriding considerations. City Council Resolution No. 5149 is hereby incorporated by this refercnce. Section 3. Duly noticed public hearings were held before the Planning Commission on May 21, June 4, and June 18,2003, and the City Council on July 28, 2003 to consider Zone Change 03-2. The Planning Commission adopted resolutions on a 5-0 vote on June 18, 2003 recommending approval of the zone change. Section 4. The City Council hereby adopts Zone Change 03-2, changing the zoning designation of the subject property, described in "Exhibit A", from Light Manufacturing (M-I) to Specific Plan Regulation (SPR).
