AN ORDINANCE OF THE CITY OF SEAL BEACH
~EGULATING THE USE, FEES AND HOURS OF
OPERATION OF PARKING METERS IN DESIGNATED
OFF-STREET MUNICIPAL PARKING LOTS AND THE
PARKING AND CONTROL OF VEHICLES THEREON
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN
AS FOLLOWS:
Section 1. Article X of the Code of the City of Seal
Beach is hereby amended in its entirety to read as follows:
"Article X.

which a coin or coins have been deposited, display a sign or
signal indicating such expiration.
(b) "Vehicle" means any motorized vehicle.
13-109.1. Parkino Meter Zones. Parking meter zone~ are
hereby established at the following off-street municipaf parking
lots: the municipal lot in the 100 block of Main Street and the
adjacent municipal lot on Tenth Street; the two municipal lots on
both sides of Main Street adjacent to Electric Avenue..-
The City Manager, or his/her designee, sha~l cause
parking meters to be installed and maintained in all parking
meter zones.
13-110. Manner of Installation. Parking meters shall be
installed in designated municipal parking lots immediately
adjacent to each parking space. Each meter shall be placed in
such a manner as to show or display by a signal that the parking
space adjacent thereto is or is not'legally in use.
Each parking meter- shall be set to display, after
the operational procedure has been completed, a sign or signal
indicating legal parking for that period of time conforming to
the limit of parking time for the zone in which said parking
meter is installed, and shall continue to operate from the time
of the completion of the operational procedure until the
expiration of the time fixed as the parking limit or a portion
thereof for the parking space upon which said meter is placed.
Each meter shall also be so arranged that upon the expiration of
legal parking time it will indicate by an electronic operation
and by proper signal that the lawful parking period has expired.
13-111. . Hours and Davs of Ooeration. The provisions of
this ordinance relating to the opera4ion of parking meters shall
be effective between the hours of eight (8:00) a.m. and ten
(10:00) p.m. on every day unless otherwise indicated by signs.
13-111.1. Exemoted Time Periods. A vehicle may be parked
and remain parked in a parking space in any parking meter zone
open to parking without the deposit of any coin in the parking
meter adjacent thereto during time other than the designated
hours of operation.

13~112. Method of Ooeratinq. Immediately after occupancy
of a parking meter space, the operator of a vehicle shall deposit
a coin of the United States in such parking meter in accordance
with the instructions posted on the face of the parking meter.
13-112.1. Imorooer Use. No person shall deposit or cause to
be deposited in any parking meter any defaced or bent coin or any
slug, device or metallic substitute for a coin of the United
States or deface, injure, tamper with, open or willfully break,
destroy or impair the usefulness of any parking meter.
13-112.2. Parkinq Meters and Parkinq Meter Standards Not to
be Used for Certain Purooses. No person shall attach anything
to or allow a bicycle, newsrack, fabric or any othe~ article or
thing to lean against or over a parking meter or a parking meter
standard.

13-112.3. Unlawful to Extend Time Bevond Limit. No person
shall follow. the operational procedure or any part of the
operational procedural for the purpose of increasing or extending
the parking time of any vehicle beyond the legal parking ti~e
which has been established for the parking space adjacent to
which the parking meter is placed.

13-113. Illeqal Parkinq--After Meter Time has Exoired. No
operator of any vehicle shall permit such vehicle to remain
parked in any parking space during any time that the meter is
showing a signal indicating that such space is illegally in use
other than such time immediately after the original occupancy as
is necessary to operate the meter to show legal parking.
13-114. Rule of Evidence--Prima Facie presumotion of
Violation. The parking or standing of any motor vehicle in a
parking space, at which space the parking meter displays th7 sign
or signal indicating illegal parking, shall constitute a pr~ma I
facie presump~ion tha~ the vehicle has bee~.par~~q.or allowed to
stand in such space for a period .longei-than permitted by this
ordinance.
13-115. Leavinq Vehicles....Ep.rk~!,L after the Receiot of
Overtime parkinq Citations. It shal+ be unlawful for any
operator of any motor vehicle to permit such vehicle to remain
parked in the same parking lot after the receipt of a violation
citation for exceeding the parking time limit. Violations of
this section shall incur only after the passage of the succeeding
parking time limit of the lot as recorded by the preceding
violation citation.
13-116. Article Not Permittinq Other Parkinq Violations.
No section of this article shall be construed as permitting any
parking in violation of any other provision of'this chapter
or of the Vehicle Code'of the State.
13-117. Parkinq Meter Fees: Off-Street Parkinq Meter Zone.
The parking meter fees for the off-street Parking Meter Zone are
hereby established as:
(a) One dollar ($1.00) per hour; .
(b) One quarter ($.25) per fifteen-minute increments.

13-118. Parkinq Meter Soace Indications. The City shall
have lines or markings painted or placed upon the municipal
parking lot surface adjacent to each.parking meter designating
the parking space for which the parking meter is to be used, and
each vehicle parked adjacent to or next to any parking meter
shall park within the lines or markings so established. No
person shall park any vehicle across any such line or marking or
park a vehicle in such a position that the vehicle shall not be
entirely within the space designated by the lines or markings.
13-119. Vehicle Size. It shall be unlawful for an
operator to park any vehicle which does not conform to a maximum
length limit as posted on parking lot signage.

13-120. Mechanical Failure of Meter. Any person
unintentionally violating any provision of this Article by reason
of a mechanical failure of a parking meter not caused by such
person is not guilty of a violation of this Article upon
establishing such mechanical failure."
Section 2. Penalties. A violation of any
provision of this Ordinance shall be an infraction.
Section 3. Severabilitv. If any section,
subsection, sentence, clause, phrase, or portion of this
ordinance or the application thereof to any person, firm,
corporation or circumstance, is for any reason held to be invalid
or unconstitutional by the decision of any court of competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this ordinance.
Section 4. The City Clerk is directed to certify
the passage and adoption of this ordinance and to cause it to be
published or posted as required by law.
