Home My WebLink AboutCC Ord 1445 1999-05-10 I I I ORDINANCE NUMBER /#,r AN ORDINANCE OF THE CITY OF SEAL BEACH ADDING CHAPTER 15C TO THE CODE OF THE CITY OF SEAL BEACH PERTAINING TO THE USE OF ZOETER PARK SKA TE FACILITY THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS' SECTION 1.' A new chapter 15C is hereby added to the City Code of the City of Seal Beach to read as follows: "CHAPTER 15C SKATE PARK FACILITI~S, 15C-I Regulations Applicable to Zoeter Park "A. Zoeter Park Skate Facility is designed and maintained, and is hereby designated as, a skateboard park in which skateboarding. in-line skating and roller skating is permitted pursuant to the provisions of this Chapter "B Notwithstanding any other provision of this Chapter, every person riding a skateboard, or utilizing in-line skates or roller skates at Zoeter Park Skate Facility must: (I) wear a fully-functional helmet, elbow pads, and knee pads while utilizing the Facility; (2) be supervised by an adult ifunder the age offourteen {I 4); and (3) comply with all posted rules and regulations" SECTION 2 Prior to commencing enforcement hereof, the City Manager, or a designee thereof, is hereby directed to post signs affording reasonable notice to users of Zoeter Park Skate Facility of the following: (1) any person utilizing the Facility must wear a functional helmet, elbow pads. and knee pads and be supervised by an adult if under the age of fourteen (I4); (2) skateboarding, in-line skating and/or roller skating is deemed to be a hazardous activity and that the City of Seal Beach may not be liable for injuries incurred by persons who participate in any such hazardous activity; and (3) failure to comply with these reb'tdations and/or any other posted regulations wi1l subject the violator to citation The Director is authorized to set forth any other rules and regulations which he or she deems appropriate in signs providing the notice described above, SECTION 3, Penalties. A violation of this Ordinance, or the section hereby adopted, shall constitute an infraction and shall be punishable therefor as set forth in Section 1.8 of this Code. SECTION 4, Severability, The City Council declares that, should any provision. section, paragraph, sentence or word of this Ordinance be rendered or declared invalid by any final court action in a court of competent jurisdiction, or by reason of any preemptive legislation, the remaining provisions, sections, paragraphs, sentences and words ofthis Ordinance shall remain in full force and effect.
