ORDINANCE NO. ~8f AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, EXTENDING A FRANCHISE FOR OIL PIPELINE PURPOSES HELD BY THE UNION OIL COMPANY OF CALIFORNIA PURSUANT TO ARTICLE XI OF THE OFFICIAL CHARTER OF THE CITY OF SEAL BEACH AND CHAPTER 16-B OF THE CODE OF THE CITY OF SEAL BEACH THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA DOES HEREBY ORDAIN AS FOLLOWS: Section 1, As required by Section 2-45 of Article VI of the Code of the City of Seal Beach, the City Council held a duly noticed public hearing regarding the extension of an existing franchise for oil pipeline purposes held by the Union Oil Company of California, doing business as "UNOCAL," Section 2. The proposed extension of the oil pipeline franchise is categorically exempt from review under the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Sections 15261(b) and 15268. Section 3. Pursuant to the authority granted by Article XI of the Seal Beach City Charter, the City Council hereby extends, for a period of twenty-five (25) years from the effective date of this ordinance, the oil pipeline franchise held by UNOCAL, pursuant to the terms, conditions and requirements of Chapter l6B of the Code of the City of Seal Beach, including, without limitation, those provisions reserving to the City of Seal Beach just and adequate compensation for said franchise.
