Home My WebLink AboutCC Ord 1413 1997-01-27 I I 1 ORDINANCE NO. /#.a AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA AMENDING LOCAL AMENDMENTS TO THE UNIFORM BUILDING AND FIRE CODES RELATING TO SPRINKLER SYSTEMS, AMENDING PORTIONS OF CHAPTER 5 OF THE CODE OF THE CITY OF SEAL BEACH, AND APPLYING TO PENDING CONSTRUCTION PROJECTS ".. \- . THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS: SECTION I. Section 5-30 of Anicle V (Amendments to Codes) of Chapter 5 (Building Code) of the Code of the City of Seal Beach is amended as follows: a. Subsection 14 is amended to read as follows: "14. Section 904.2.2 All Occupuncies except Group R, Division 3 and Group U Occullllncies is amended by adding items 6 and 7 and an ending paragraph as follows: 6. In all new or enlarged buildings or structures when the gross square footage thereof exceeds 6,000 square feet (588 m2) or the building or structure is more than 2 stories in height. 7. Throughout any project with IS units or greater. For the purposes of this section, area separation walls shall not define separate buildings. " b. Subsection 14.1 is added to read as follows: "14.1 Section 904.2.3.1 Drinking Eshlblishments, Section 904.2.3.3 Exhibition and display roOIllS, and Section 904.2.7 Group J\1 Occulluncies are hereby deleted without substitution." c. Subsection 15 is amended to read as follows. "IS Section 904.2.8 GrouIl R, Division I Occuplmcies is hereby deleted and the following substituted: Section 904.2.8 GrouIl R, Division I and Group R, Division 3 Occupancies. All new Group R, Division I Occupancies, and all new Group R, Division 3 Occupancies located in Planning Districts 1,2, and 3 between Pacific Coast Highway and the Pacific Ocean, as depicted on the Planning District Map on file at the Department of Development SelVices, shall be equipped with an approved automatic sprinkler system. Residential or quick-n:sponse standard sprinkler heads shall be used in the dwelling unit and guest room ponions of the building For the purposes of this section, area or occupancy separation walls shall not define separate buildings. EXCEPTION: In the reconstruction or remodeling of existing Group R, Division 3, detached one- and two-family dwellings located in Planning Districts 1,2, and 3 between Pacific Coast Highway and the Pacific Ocean where the cost of installing an approved automatic residential sprinkler system exceeds 5 percent of the reconstruction or remodeling cost, with the approval of the fire chief, the required sprinkler systeml11.ty be omitted." Subsection 15.1 is added to read as follows: "15.1 Section 904.2.11 Automatic Fire-extinguishing Systems is hereby amended by adding Section 904.2.11 All Occupllncies, Very High Fire Hazard Severity Zones as follows: Section 904.2.11 All Occuplmcies, Very High Fire Hazllrd Severity Zones. In addition to all other relevant provisions of this code and amendments thereto, all new construction and reconstructed structures located in Very High Fire Hazard Severity I Zones shall be equipped with an approved automatic fire sprinkler system." SECTION 2. Section 5-35 (Unifonn Fire Code) of Article V (Amendments to Codes) of Chapter 5 (Building Code) of the Code of the City of Seal Beach is amended as follows: a. Subsection 4.C.1 is added to read as follows: "C.! Section] 003.2.] General is amended by adding the following paragraphs Automatic tire-e"'1inguishing systems shall be installed in accordance with the NFPA standards where adopted in Appendix V of the Fire Code amendments When a residential sprinkler system is provided where specified in NFPA I3R, as adopted in Appendix V of the Fire Code amendments, exception to, or reductions in, code requirements allowed because of the installation of an automatic fire- extinguishing system are not pennitted." b. Subsection 4.0 is anlended to read as follows: "D. Section 1003.2.2 All Occup:mcies except GroUI) R, Division 3 and Group U Occup:mcies is amended by adding items 6 and 7 and an ending paragraph as follows: 6. ]n all new or enlarged buildings or structures when the gross square footage thereof exceeds 6,000 square feet (588 1112) or the building or structure is more than 2 stories in height. 1 7. Section 1003.2.8 Group R, Division I Occupancies is hereby deleted and the following substituted: "1003.2.8 Group R, Division 1, and Division 3 Occupancies. All new Group R, Division ] Occupancies, and all new Group R, Division 3 Occupancies located in Planning Districts 1,2, and 3 between Pacific Coast Highway and the Pacific Ocean as depicted on the Planning District Map on file at the Depanment of Development Services, shall be equipped with an approved automatic sprinkler system. The amendments to the Building and Fire Code of the City of Seal Beach set forth in Sections l.c and 2.c of this Ordinance are revisions to modifications to the 1994 edition of the Unifonn Building Code and Unifonn Fire Code previously found to be reasonably necessary due to the City's unique local topographic, geologic and climatic conditions. The City Council hereby finds that the modifications to the Unifonn Building Code and Unifonn Fire Code, as revised, are adequate to address the City's unique local topographic, geologic and climatic conditions. All other amendments to the Building and Fire Code set forth in Sections I and 2 of this Ordinance are corrections to, and not modifications of, previous provisions of the Building and Fire Code. Therefore, these provisions shall be construed as continuations of those provisions and not as new enactments. SECTION 4. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this ordinance or any part thereofis for any reason held to be invalid, such invalidity shall not affect the validity of the remaining portions of this ordinance or any part hereof.
