Home My WebLink AboutCC Ord 1313 1990-09-24 ORDINANCE NUMBER 1.3/3 AN ORDINANCE OF THE CITY OF SEAL BEACH, COUNTY OF ORANGE, STATE OF CALIFORNIA, ESTABLISHING A BEACH COMMISSION, AND DEFINING THE ORGANIZATION, POWERS AND DUTIES. . The City Council of the City of Seal Beach does hereby ordain as follows: I Section 1. Beach Commission - Establishment: ADDointment: Terms of Members: Fillinq Vacancies. There is hereby created a Beach Commission consisting of five members to be appointed as follows: One member to be appointed by each Councilmember from his or her Councilmanic district. Term of Members - Members of the Commission shall serve for a period of three (3) years. The first Commission appointed shall, at its first meeting, classify its members by lot so that one shall serve for one year, two shall serve for two years, and two shall serve for three years. At the expiration of each of the terms,so provided, a successor shall be appointed by the City Councilmember for the corresponding district. Filinq Vacancies - Vacancies on said Commission occurring otherwise than by expiration of a term shall be filled in the manner herein set forth for the unexpired term of the commissioner leaving the Commission. Section 2. Orqanization of the Commission. Within fifteen days after their appointment, the members of the Commission shall meet in regular session and elect from their members a chairman, a vice chairman, and a secretary. Their duties shall respectively be such as are usually carried by such officers. Officers shall hold office for one year, or until their successors are elected. I The Commission shall adopt rules and regulations to govern its procedures and shall by vote set a time for regular meetings which will be held at least once each month and shall determine the manner in which special meetings may be held and the notice given. All adopted rules shall abide by the California Government Code and Seal Beach 'Charter and City Code open public meeting and conflict of interest regulations. A majority of the regular members shall constitute a quorum. Absence from three consecutive meetings, without formal consent of the Commission, shall be deemed to constitute the retirement of such member and the position declared vacant. Minutes of the Commission shall be filed with the City Clerk. Section 3. Duties and ReSDonsibilities of the Beach Commission. The duties of the Beach Commission shall be to: I 1. Act in an advisory capacity to the City Council in all matters pertaining to the City beaches and coastal areas surrounding the City of Seal Beach. 2. Recommend policies for approval by City Council. Review the proposed annual budget for beaches, and make recommendations with respect to allocation of the proposed budgeted amounts to the City Council and the City Manager. 4. Establish policies for the development and improvement of beaches, subject to the rights and powers of the City Council. I 5. Study, learn, and report coastal zone management issues. 6. Study, learn, and report beach erosion issues. 7. Study, evaluate, and recommend policies of specific problems referred by the City Council. 8. Initiate studies of its own and recommend that the Council adopt policies leading to the establishment of sound and efficient operational procedures. Section 4. The City Clerk shall certify to the passage of this ordinance and cause the same to be published as required by law and the same shall take effect as provided by law.
