HomeMy WebLinkAboutCC Ord 1360 1992-08-24 I I I ,/ ORDINANCE NO. /';60 AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA ADOFl1NG BY REFERENCE THE UNIFORM FIRE CODE, 1991 EDmON, AND AMENDMENTS THERETO, AMENDING PORTIONS OF CHAPTER 5 AND DELETING CHAPTER 9 OF THE CODE OF THE CITY OF SEAL BEACH. THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Chapter 9 of the Code of the City of Seal Beach is hereby deleted in its entirety. SECTION 2. Chapter 5, Article I, Section 5-1 of the Code of the City of Seal Beach is hereby amended to read as follows: .Section 5-1. Codes AdoDted by Referenfe. This legal instnunent shaD be caUed a Declaration of Intended Use. The Declaration of Intended Use shaU be in accordance with the requirements of this section. It shaD specifically state, by occupancy ('IA_mcation, aD intended uses or an portions of the occupancy and may not be modified or withdrawn without the approval or the Chief. Unapproved changes or occupancy or use can be cause for an JmmecI1ate hearing before the BuDding Official and the Fire Chief or their designees. Section 2.304 (a) of the Uniform Fire Code (UDiform lire Code ~_...iho..) is hereby amended as foBows: I 14-1 UFC Standard 14-1 is deleted and whenever it is referenced in this code or the UFC Standards it shall mean NFPA 72,1990 Edition, as adopted by the State BuDding Standards Commkcion. 14-2 UFC Standard 14-2 is deleted and whenever it is referenced in this code or the UFC Standards it shall mean NFPA 72 E, 1990 Edition, as adopted by the State BuDding Standards Commlllllion. 74-1 UFC Standard 74-1 Part I is adopted as specified in Appendix V; and Part n is deleted and whenever it is referenced in this code or the UFC Standards it shall mean NFPA SO, 1990 Edition, as adopted in Appendix V. Section 10.401 of the Uniform FIre Code (Water &.n6cIfor IInlI\....ofL.n, Gb.a.d) Is hereby amended by adding a sentence as follows: I "Private dwellillP u:..-rlllg 3,600 square feet in total area shall be evaluated for fire now requirements by the Chief." 9. Section 10.SOl(a) of the Uniform FIre Code (J_DatInn lUld Mal........-nee of Ji1n..Pr"td.io.o and Ufe-Saf'ety 8.1"-' Ged<<aI) is hereby amended by adding two paragraphs to read as follows: "Use of halogenated agent fire l!Itinguisbing systems and portable extinguishers shall be limited to app6cations where a clean agent is necessary to extinguish r1l'e efficientJy without dlImllgJllg the equipment or area being protected, or where the use or alternate agents can cause a hazard to personnel in the area. The regulations of the State FIre Marshal also apply to the testing, service, maintenance, and DNOIlSillg of service personnel for automatic fire extingul!lhillg systems, portable fire extinguishers and standpipes. (19 CCR Chapters 3 and 5)" 10. Section 10.507(a) of the Uniform Fire Code (Required I_D~ of AbC--'lItic 1tre-R..II.w'Wthtr Systems, ee.-aI) is hereby amended by I adding the following paragraphs: "Automatic rU'tH!XtlDguisbing systems shal1 be installed in aa:ordance with the NFPA standards as adopted in Appendix V of this code. When a residential sprinkler system is provided as specified in NFPA 13R as adopted in Appendix V of this code, u:c:eptions to, or reductions in, code requirements allowed because of the installation of an automatic fire- extinguishing system are not permitted. For the purpose of applying this Section a new buDding shall include: a buDding whieb has a construction value u:,*"lllg $50,000 and the area undergoing remoo('lillg or reconstruction is 75 pel cent or more of the entire buDding area, with construction occul'l'lq over a period not to u:ceed two years (730 days). Section 10.S07(b) of the Uniform FIre Code (Required lnsbJlatMlIS or Ant....udIe Fire-~itIh" S).,t-, Gruup R, DMsiolll Oa:apa~) is hereby deleted and substituted with the following language: "(b) Gruup R Oa:upa~, 1. All new Group R, Division 1 and Group R, Division 3 occupancies, other than detached one- and two-family dwelllllgll, shall be equipped with an automatic sprinkler system. Residential or quick-response standard sprinkler heads shall be used in the dwelling unit and guest room portions of the buDding. 2. All new Group R, Division 3 detached one- and two-family dwelllllgll shall be equipped with an approved automatic residential sprinkler system. I For the purposes of this section, area or occupancy separation waUs shall not deflne separate buUdings." 13. Section 10.509(b) oftbe Uniform Fire Code (PermissIble SprinkJer Omissions) Is hereby amended by adding a sentence as follows: "Other approved fire..extinguishing systems compab'ble with the hazardous materials being stored or used shall be installed to protect special hazards or occupancies in lieu of automatic sprinklers." 14. Section 10.S10(b) of the UDiform FIre Code (Standpipes, Where Required) Is hereby deleted and substituted with the followiDg language: "See. 10.51O(b) Where JIerpdred. Standpipe systems shall be provided as set forth in Table No. 10.510-A and the provisions of this section. Every new buDding with any horizontal dimension greater than 300 feet, shall be provided with either access doors or hose outiets located so that all portions of the buDding can be reached with 150 feet of hose from an access door or hose outlet. I Required access doors shall be located In the exterior wall of the buDding and shall be accessible without the use of a ladder. The door dimensions shall be not Jess than 3 (three) feet in width nor 6 (six) feet 8 (eight) inches in height. The hose outlets shall be 2 V2 (two and one half) inches in size with an approved valve. The water supply for the hose outiets shall be provided: 1. By a separate main supplied from the system side of the check valve at the Ore department connection, or Ordinance Number /3'(1) . 15. 2. From an acUacent section of the sprinkler system arranged to allow the hose outiets to deliver water when the sprinkler system, or the portion of the system that protects the area served by the hose outiet, Is shut off." I. Section 10.514 Is hereby added to the Uniform Fire Code to read as follows: "SpedalPtuyisioAs for High-rise Bun~p SectI9n 10.514. (a) Scope. In addition to other applicable requirements of these regulations, the provisions of this section shall apply to every new buDding of any type of construction or occupancy having floors used for human occupancy located more than 55 (fifty-flve) feet above the lowest level of fire department buDding access. Such buDdings shall be provided with an automatic sprinkler system installed in accordance with Section 10.514 (c) of this code. EXOU'nONS: Tbe following structures, wbUe dassiraed as blgb-rise buUdings, shall not be subject to the provisions of this section but shall conform to all other applicable provisions of these regulations. 1. BuUdings used exclusively as open parking garages. 2. BuDdings where all floors above the 55 (fifty-five) foot level are used exclusively as open parking garages. I 3. Floors of buDdings used exclusively as open parking garages and located above all other floors used for human occupancy. 4. BuDdings such as power plants, lookout towers, steeples, grain houses and similar structures with noncontinuous human occupancy, when approved by the Chief. For the purpose of this subsection, buUding access shall mean an exterior door opening conforming to all of the following: 1. Suitable and available for fire department use. 2. Located not IDOre than 2 (two) feet above the acUacent ground level. 3. Leading to a space, room or area having foot traffic communication capabiJities with the remainder of the buUding. 4. Designed to permit access through use of the Orange County Fire Department emergency access Jodc: box program. (b) Certif'1C8te of Ocapancy. Tbe provisions of Section 1807 (b) of the I Uniform BuUding Code, as adopted in this Municipal Code, shall apply to buDdings descn'bed in Section 10.514 (a). (c) Au.......t... SprinllerSystml. Tbe provisions of Section 1807 (c) of the Uniform BuUding Code, as adopted in this Municipal Code, and the provisions contained in this section shall apply to bulldlngs descn'bed in Section 10.514 (a). Sprinkler control valves, shutoff valves and a water-now detecting device shall be provided at the lateral connection to the riser for each noor. Such valves and devices shall be electrically supervised to automatically sound an appropriate signal transmitted to locations in accordance with Section 10.514 (e). ....~ 8)....... Tbe provisions of Section 1807 (d) of the Uniform BuDding Code, as adopted in this Municlpal Cqde, and the provisions contained in this section shall apply to buildings described in Section 10.514 (a). 1IP.....t;.. Lights. All smoke detectors connected to the alarm system shall have a Ugbt that indicates the status of the detector. Every high-rise buUding shall be provided with a State Fire Marshal approved and listed fire alarm system. The voice alarm and public address system may be a combined system. When approved by the fire department, ftUIIIIIunications systems may be combined with the voice aJarm system and the pub6c address system. The fire alarm system shall include visual indicators for the hearing impaired In all public areas of the building including but not limited to elevators, elevator lobbies, rest rooms, corridors, exit stairways, and rooms and tenant spaces eJ'.-1illg 1,000 square feet in area. 1. Voice alarm 'V...... Tbe operation of any smoke detector, sprinkler, water now device or manual fire alarm station shal1 automatically sound an alert signal to the desired areas foUowed by voice instructions giving appropriate information and direction to the occupants. Upon activation of the automatic sprinkler system, any automatic fire-detection device required by this section or any speeiiaI hazard fire-protection or extinguishing system, an automatic voice aJarm signal shall sound on the ftoor where activated and on the ftoor above and below. An audible and visual signal shaD be transmitted to the central control station and the fire department central control station status board. Tbe content of the voice alarm in each instance shal1 be determined by the fire department in cooperation with the buDding owner or manager. The central control station shal1 contain controls for the voice alarm system so that a selective or general voice aJarm may be manually initiated. The system shal1 be supervised to cause the activation of an audible trouble slgnaJ in the central control station upon Ordinance Number ~~~~ interruption or failure of the audio path Including amplifiers, speaker wiring, switches and electrical contacts and shall detect opens, shorts and grounds which might impair the function of the system. The alarm shall be designed to be heard clearly by all I occupants within'the buUding or desil1'lIted portions thereof, _ as Is required for the public address system. 2. UU!a'"uON: In lieu of a voice alarm signal and when approved by the lire department, the local alarm system may employ any sounding device or devices which are approved and Jisted by the State Fire Marshal. Tbe sounding devices of such alternate systems shall have a distinctive tone and shall be arranged to emit intermittent, prolonged or continuous sound signals for a full period of 10 (ten) seconds, to be immediately followed by an intermission or period of sUence of 5 (Dve) seconds, before the signal is repeated. Such signal shall continue to sound until manually terminated at the central control station but in no case shall such manual operation be arranged to cause termination in less than 3 (three) minutes. Public 8IIIInIII1yIItem. Speakers or signaling devices used to sound the voice or lire alarm shall be so located as to be dearly heard on the Door where activated, except as may be otherwise found necessary or acceptable by the enforcing agency. A public address communication system lI~ed to be clearly heard by all occupants of the buDding shall operate from the central control station. It shall be established on a selective or general basis, as approved by the Chief, to the following paging I areas: A. Elevators B. Elevator lobbies. C. Corridors. D. Exit stairways. E. Rooms and tenant spaces ex.......'"g1,OOO square feet in area. F. DwelUng units In apartment houses. G. Hotel guest rooms or suites. 3. PIn ~ m-.........L...... .~.4~. A two-way fire department communication system shall be provided for lire department use. It shall operate between the central control station and elevaton, elevator lobbies, emergency and standby power rooms and at entries to every enclosed exit stairway. Tbe communication system shall also comply with the following: I A. Alarm tra-...... Unless the central control station is constantly mllnned by competent and experienced operating personnel conforming to Chapter 9 of NFPA 72 as adopted by the State Ordinance Number /3100 I BuUding Standards Commlccion, voice or fire alarm and trouble lIignals shall be automatically retransmitted to one of the following: (1) An approved central station conforming to NFPA 71 as adopted by the State BuUding Standards Commlccion. (2) A supervisory station or an approved remote station conforming to NFPA 72 as adopted by the State BuUding Standards Co .. mmUlCIOD. B. SpedaI pl\n\Po-. In Group R division 1 occupancies: (1) When a buDding conforms to the provisions of this section, the manually operated fire alarm system otherwise specified by Section 14.104 (g) shall not be required. I (2) Single-station detectors installed in dwelling units and hotel or lodging house guest rooms, as specified in Section 14.104 (g) 6, need not be interconnected to the fire alarm system required by this section. (I) CeutnI Control ~. A central control station for fire department operations shall be provided in a location approved by the fire department. Tbe central control station shall be separated from the remainder of the buDding by not less than one-hour fire-resistive CODStnlctiOD with all openi.... protected by assemblies having a fire- resistive rating of not less than 45 (forty-five) minutes. It shall have a minimum of one door which is accessible directJy from the eUerior portion of the buDding and shall be openable with a fire department master key. The central control station shall have a minimum of 96 (ninety-six) square feet with a minimum dlmellsion of 8 (eight) feet. It shall contain the foUowing as a minimum: 1. Tbe voice alarm and publlc address system panels. 2. Tbe fire department communications panel, a cabinet comainlng 8 (eigbt) portable firefighter phones and 1 (one) headset with sufliclent cord to reach all portions of the room. 3. FIre detection and fire alarm system annunciator panels. I Annunciator visually indicating the location of the elevators and their operational status. 5. Status indicators and controls for air-handling systems. 4. 6. Controls for unlocking all stairway doors simultaneously. 7. Sprinkler valve and water-now detectors display panels. Ordinance Number 1,3{,o 8. Emergency and standby power controls and status indicators. 9. A wall mounted telephone for exclusive fire department use shall be installed in the rll'e control room and shall have an outside dedicated private line. 10. Elevator euntiOl switches for switching of emergency power. I 11. Fire pump status panel and controls. 12. Other rll'e-protection equipment and systems controls as required by the fire department. 13. System supervision with manual start and transfer override features shall be provided at the central control station. The changes and modifications to the 1991 Uniform Fire Code, as recommended by the City of Seal Beach BuUding Official, are hereby found to be reasonably necessary due to the following unique local topographic, geologic and climatic conditions: 1. Tbe City of Seal Beach is located in a semi-arid Mediterranean type climatic zone. It annually experiences extended periods of high temperatures with little or no precipitation. Hot dry foelm (Santa Ana) winds, which may reach speeds up to 70 m.p.h, are also common to the area. Tbese dry climatic conditions and winds contribute to the rapid spread of even small fires originating in high density housing and vegetation, creating a need for increased levels of fire protection. 2. Water demand in this densely populated area far aceeds the quantity supplied by natural precipitation; and although the population continues to grow the already taxed water supply does not. California Is projected to increase in population by nearly 10 mDlion over the next quarter of a century with 50 percent of that growth centered in southern California. These drought conditions create a need for fire protection systems which will reduce the amount of water needed for fire fighting. 3. Due to its high density development and the influx of visitors to its beaches, the City of Seal Beach bas tramc and circulation congestion. 4. The City of Seal Beach Is developed with certain large commercial/industrial buUdings, with certain horizontal dimensions of 300 feet or greater. Portions of these buDdIngs cannot be reached with a r1l'e hose line on initial attack. 5. Tbe City of Seal Beach bas an urban atmosphere which Is reftected in buUding and buDding compla design and features. Landscaping and other buDding features often preclude or greatiy limit approach or operational access by fire department vehicles. 6. Tbe City of Seal Beach is located in an area of high seismic activity, p1....1c zone 4. Tbe Newport-Inglewood Fauit, located witbin the boundaries of the city, poses the greatest hazard to life and property. It is believed this fault Is capable of generating a maximum cred1'ble 7.5 magnitude earthquake. Because of the city's degree of urbanization and location on a llU\ior fault, the risk of stmctural IIlImllgf! and loss of life due to ground shaking Is considerable. 7. MJUor earthquakes are always accompanied by disruption of traffic now and fires.
