THE CITY COUNCIL OF THE CITY OF SEAL BEACH OOES ORDAIN AS FOLIDNS: The first sentence of Section 22-62, subsection ~a) is hereby amended to read as follows: SEcrION 1. There is hereby imposed a tax upon every person in the City of Seal Beach using intrastate, interstate, including the District of Columbia, or international telephone communication services in the City of Seal Beach. I SECl'ION 2. The first sentence of Section 22-62, subsection (c) is hereby amended to read as follows: The tax imposed in this section shall be collected from the service user by the person providing the intrastate, interstate, or international telephone communication services. SECTION 3. Section 22-62, subsection (d) is hereby amended to read as follows: Notwithstanding the provisions of subsection (a), the tax imposed under this Section shall not be imposed upon any person for using intrastate, interstate, or international telephone cornmunications services to the extent that the amounts paid for such services are exempt from or are not subject to the tax imposed under Section 4251 of Title 26 of the United States Code. I SEcrION 4. Section 22-62 is amended by adding subsection (e) to read as follows: (e) The duty to collect the tax, for interstate and international communication services shall commence with the first regular billing period of each service user ending on or after Jul~ 1, 1989. SEcrION 5.
