Chapter 19B of the Code of the City of Seal Beach, California, is hereby amended by adding Article III as follows: "Article III. Handbills and Siqns on Public Property or Public Utility Property. Section 19B-6. Purpose The purpose of this Article is to promote the safety of public workers, utility workers, and the public generally' by eliminating hazards caused by signs and handbills placed on public and utility property, to promote and enhance the quality of the visual environment and thereby promote the public welfare and maintain the value of properties adjacent to public and utility property, and to promote traffic safety by limiting distracting handbills and signs and forbidding those which obstruct visibility to vehicular or pedestrian traffic, and to otherwise protect and promote the public health, saf-ty, and welfare. Section 19E' ': . Prohibi ted Generally No PE.?'" shalJ. paint, mark, or write on, or post or oth__\ise affix, any handbill or sign, as that term is cefined in Section 28-271.1 of this Code, to or rpon any public right-of-way, sidewalk, crosswalk, curb, cu~bstone, street lamp post, hydrant, tree, shrub, tree stake or guard, railroad trestle, electric light or power or telephone or telegraph or trolley wire pole, or appurtenses or apparatus connected therewith, or wire appurtenant thereof or upon any fixture of the fire alarm or police telegraph system or upon any lighting system or public bridge, drinking fountain, life buoy, life preserver, life boat, or other life saving equipment, street sign or traffic sign owned or maintained by any public agency or public utility, as that term is defined in Section 216 of the California Public Utilities Code. , Section 19B-8. Violations Any handbill or sign, as that term is defined in Section 28-271.1 of this Code, found posted, or otherwise affixed upon any public property or property owned or maintained by a public utility, as that term is defined in Section ,216 of the California Public Utilities Code, contrary to the provisions of this Article is declared to be a public nuisance an'" may be removed by the City. Section 2. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law and the same shall take effect as provided by law.
