Sections 13-74(d) and 13-126 of the Code of the City of Seal Bcach and Section 22507 of the Cahfornia Vehicle Code providc that the City Council may cstabhsh prefercntial pm king areas. 2. Pursuant to the authonty conferred by the Code of the City of Seal Bcach and state law, the Council hercby: a) Establishes that thc westerly frontagc of RlVlera Dnve from Marlin Avenue to Bolsa Avenue is dcsignated as a preferential parking area (the "SubJect Area"), b) Allows only the resldcnts who reside at thc propcl11es commonly kIlown as 501, 505, 509, 513, 517, 521, 523, 527, and 531 Rivicra Dnve to apply for mmual, renewable, special penl1its to park within the Subjcct Area, as wcll as guest pcrmits for temporary pmking by guests of residcnts Within the Subject Area; and c) Dlrccts the Dlrcctor of Public WorkslCity Enginccr to mstall signs deSIgnating parking by spcclal permit within thc Subject Area. 3. The CouncIl hercby sets the charge for a spcclal pe1111lt at the sanle charge as IS chm'gcd for a gcneral pretCicntiaI parkmg permit for the Old Town Area, as such charge IS reflected 111 the Annual Comprehenslvc Fcc Resolution. 4. The Council hercby sets thc charge for a guest penl1lt at the same charge as is charged for a guest pennit for the Old Town Area, as such chargc is reflected m the Annual Comprchensivc Fcc Resolution. 5. The special permits will enl1tle penl1it holders to enJoy the same parking pnvileges as holders of the general prefcrential parking penmt for the Old Town Al ea.
