HomeMy WebLinkAboutCC Res 5180 2003-10-27 RESOLUTION NUMBER ~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, OPPOSING THE RECENT LEGISLATION TO PROVIDE CALIFORNIA DRIVER'S LICENSES TO ILLEGAL' ALIENS AND SUPPORTING THE REPEAL OF SAME I WHEREAS, the California Legislature recently pass~d SB 60, implemented at Chapter 326, Statutes of 2003, euphemistically referred to as the "Immigrant Driver's License Law," but more accurately described and hereinafter referred to as the "Driver's Licenses for Illegal Aliens Law," which was signed into law by Governor Gray Davis on September 5, 2003; and WHEREAS, the Driver's Licenses for Illegal Aliens Law will allow non-citizens who have entered or remained in the United States in violation of federal immigration law ("Illegal Aliens") to obtain a California Driver's License, despite their past and continuing violation of United States law; and WHEREAS, the United States of America is a nation that has always welcomed legal immigrants who enter and remain in conformity with the laws of the United States, but provides criminal and civil penalties for Illegal Aliens who enter or remain in violation of United States law; and I WHEREAS, allowing Illegal Aliens to enjoy the privilege of a California Driver's License sends a pernicious message in that it suggests that one can violate United States law with impunity in the State of California; and WHEREAS, the United States of America has always prided itself on being "a Nation of laws, and not men", and resp'ect for the laws of the United States is of pa;ramo~t importance; and ", V(l'~ ' ,&~ . . many.good c~~\ens of the State of Cal~forn~a have rec~gn~z~~ the moral bankruptcy of the Drivet~~fi~~nr~~s for Illegal Aliens Law and have begun c~rcula€ing petitions in support of a Referendum td~revent the implementation of the Driver ':s' L:tc"'enses for Illegal Aliens Law unless and unt~~it is approved by a majority of California voters. I WHEREAS, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby registers its opposition to SB- 60, implemented at Chapter 326, Statutes of 2003, euphemistically referred to as the "Immigrant Driver's License Law," and more accurately referred to as the "Driver's Licenses for Illegal Aliens Law." BE IT FURTHER RESOLVED that the City Council of the City of Seal Beach hereby calls upon the Governor, the California I I I Resolution Number 376(> Legislature, and most importantly, the People of the State of California, to repeal, overturn, or otherwise revoke SB- 60, implemented at Chapter 326, Statutes of 2003, euphemistically referred to as the "IIlUl\igrant Driver's License Law," and more accurately referred to as the "Driver's Licenses for Illegal Aliens Law," whether by Statute, Initiative, Referendum or other lawful method. BE IT FURTHER RESOLVED that the City Council of the City of Seal Beach hereby cOIlUl\ends the efforts of those go~d citizens who have chosen to act upon their right of political participation and engage in an effort to overturn by Referendum the pernicious Driver's Licenses for Illegal Aliens Law. BE IT FURTHER RESOLVED that the City Clerk of the City of Seal Beach transmit copies of this Resolution to the Governor of California, the Speaker of the California Assembly, the President ProTem of the California State Senate, to all members of the California Assembly and California State Senate representing portions of Orange County, and to each City in Orange County, respectively.
