HomeMy WebLinkAboutCC Res 5194 2003-12-08 I I I RESOLUTION NUMBER.5/?/ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH ADOPTING THE PROPOSED REVISIONS TO THE GENERAL PLAN THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY FIND AND RESOLVE: Scction 1. The City of Seal Beach has been reviewmg and considering revising thc General Plan for some time. As mOnies became available, the City staff proceeded, under City Council direction, to draft thc proposed revisions to the elements of the General Plan. Those elements were presented bcfore an Ad Hoc Committee for COlmnent and rcvision before the public heanng process began, and those meetings took place between Apnl and June, 2003. Scction 2. Pursuant to 14 Calif. Code of Rcgs. ~ 15070, the City Council detelmines as follows. The applicatIOn for adoption of an updatcd General Plan IS adequately addressed through Ncgative Declaration 03-1, Scction 3. The Planning CommiSSIOn held public hearings on September 17, Octobcr 22 and November 5, 2003 regardmg the adopl1on of a revised General Plan, and adopted Planning Commission Resolution No. 03-40 on Novembcr 5, 2003, recommending adoption of the City of Seal Beach General Plan, dated July 2003, mcludmg the revisIOns to the General Plan set forth within "Exhibit A, Staff Proposed Revisions to Draft General Plan", Section 4. A duly noticed public hcanng was held by the City Council on December 8, 2003 to consider the requested adoption of the updated General Plan; and Section 5, indicates the following: The record of the public hearmg before the City Council a, The City of Seal Beach has been rcviewmg and consldenng rcvising the General Plan for some tnne for some tune. Specificall~.jihe City IS attempting to rewrite ItS gcneral policies for developmcnt withm the CI~of Seal Beach and create a comprehensive document which puts forth thc goals and' policies to protect the health, safety, and welfare of the cItizens of Seal Beach, . c, The proposed proJcct encompasses thc entire City and will thcreforc affect the entire City. However, the General Plan IS broken into clements, which mayor may not havc speCific goals and poliCies for speCific areas of the City. Section 6. Bascd upon the facts contained in the record, including those statcd in ~3, 4 and 5 of thIS resolution, the City Council makes the following findmgs: a. The amended General Plan will comprise an integratcd, internally consistent and compatible statcment of poliCies for the City. Resolution Number ~9~ b. The proposed project wIll allow for a reasonablc Iangc ofland uses within thc City, with the provision of vanous land uses to address the identified obJectivcs of the City. c. Thc proposed update to the General Plan of the City uf Seal Beach will not be dctnmental to the short tenD or long tel111 goals or objecl1ves of the City of Seal Beach and are m the mterest of the pubhc health, safety and welfare d. The proposed General Plan amcndments are consistent with the goals, policies and standards of all elements of the General Plan and will further those goals, pohcles and standards. I Scction 7. Based upon the foregoing, the City Council adopts the City of Seal Bcach General Plan, dated July 2003, includmg the revisIOns to the Gcneral Plan set forth withm "Exhibit A, Staff PlOposed Revisions to Draft General Plan". The City Council furthcrs requests staff to incorporate all revisions set fOlth withm "ExhIbit A, Staff Proposed Revisions to Draft General Plan" into thc final pnnted and e1ectromc vcrslOns of thc adopted General Plan. Existing Wctlands In 1972, the United States Congress established the Seal Beach Nal10nal Wildhfe Refuge on the Seal Beach Naval Weapons Stal1on. Thc refuge contains 911 acrcs of marshland and 560 acres outside the slough area, which were restored to their natural condition. This wetland w'ea IS mhabited by morc than 100 species of birds and 60 species of fish. The Naval Weapons Station has developed a wildhfe management program for the protectIon and conservation of tllis ecosystem.
