A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH SUPPORTING THE RESTORATION OF FUNDS TO THE
STATE OFFICE OF MILITARY SUPPORT IN THE TECHNOLOGY,
TRADE AND COMMERCE OFFICE
WHEREAS, the state of California lost 29 military bases, over 400,000 jobs and close to $30
billion to the California economy during the last round of Base Retention and I
Closure'(BRAC) - more than any of the other 49 states combined; and
WHEREAS, as a result, on September 16, 1999, the Governor signed SB 1099 creating the
California Base Retention and Conversion Council and Office of Military Base
Retention, recently re-named the Office of Military Support; and
WHEREAS, the roles and responsibilities of the Council and Office of Mlhtary Base Support
included developing a strategic plan for state and local defense retention and
conversion efforts, providing a network to coordinate all defense support
activities, coordinating state retention advocacy efforts at the federal level and
providing new programs to support California bases; and
WHEREAS, in the past two years, the Council and Office of Military Base Support have
created a grant prograrn for local communities to prepare strategic plans for base
retention, obtaIned a Department of Defense grant to study encroachment of
military facilities, spoke against state legislation that had adverse impacts on
military operations and much more; and
WHEREAS, due to a declining economy and budget reductions, the Governor's proposed FY
03-04 budget, the Council and Office of Military Base Support will receive zero
funding; and

WHEREAS, California still has 61 bases contribution $30 billion to the state economy while
the Congress at the request of the Defense Department is proposing another round
ofBRAC in 2005; and
WHEREAS, 2003 will be the most important year in the development of the BRAC criteria
making it that much more important the Council and Office of Military Base
Support continue its activities at full funding levels and eliminating funding at this
crucial time when the federal government is still creating the criteria for base
retention and closure is ill conceived,
NOW, THEREFORE, BE I'F,RESOL VED that the City Council of the City of Seal Beach
hereby supports the restoration of fundmg to the California Base Retention and Conversion
Council and the Office of Military Base Support and strongly urges the Governor and Legislature
to use the full authority of-thc;ir respective offices in support of California's base retention
actiVities. The City of S~!II ,Beach opposes the proposal by the governor eliminating all funding
to the Coun~il and Offi~o'fMilitary Base Support..
