A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION
PLAN TO INCLUDE THE POSITION OF MARINE YEARLY
LIFEGUARD
WHEREAS, the Marine Yearly Lifeguard position has been developed to address specialized
as well as generalist functions within the Lifeguard Department job series; and
WHEREAS, on August 12, 2003, the Civil Service Board reviewed the Marine Yearly
Lifeguard job description and determined its completeness and appropriateness
and recommended the Position Classification Plan be mnended to include that
position, attached as Exhibit A to this resolution; and
WHEREAS, the position will be included in the Confidential, Supervisory, Professional &
Technical unit and a salary range has been established as listed below:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach
hereby amends the Position Classification Plan to include the position of Marine Yearly
Lifeguard and sets wages and benefits for same.

MARINE YEARLY LIFEGUARD
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
To supervise, plan and coordinate daily marine safety activities and operations, to oversee
facility and equipment maintenance and to provide emergency assistance as necessary.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Lifeguard Captain
Exercises direct supervision over marine safety staff.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important
responsibilities al/d duties may il/clude, but are not limited to, the following.'
Essential Functions:
. Coordinate daily operational activities related to beach operations and lifeguard activities,
including scheduling staff, assigning special projects and dispatching emergeney calIs.
. Participate in the development and implementation of goals, objectives, policies,
priorities, recommend and implement policies and procedures,
. Assist in coordinating facility and equipment maintenance; conduct regular preventative
maintenanee checks on rescue equipment; repair equipment or coordinate outside repairs.
. Collaborate and confer with vendors; research equipment needs; assist in preparing bid
specifications.
. Assist in motivating and evaluating assigned seasonal personnel; provide or coordinate
staff training; administer physical exams and drills; review ocean and lifeguarding
techniques; recommend final candidates.
. Coordinate or conduct first aid and CPR courses; review training material related to
resuscitation; spinal injury treatment and advanced rescue techniques.
. Coordinate rescue, medical aid and law enforcement efforts with other departments and
outside agencies.
. Assist in coordinating and reviewing the work of lower level staff; assign work activities
and projects; review and evaluate work produets, methods and procedures, meet with
staff to identify and resolve problems.
. Assist in maintaining logs, payroll records and activity records and reports.
. Perform routine patrols of the beach; observe swimmers, perform emergency rescues as

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and
abilities is qualifYing. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of marine safety experience, including one year of supervisory and administrative
responsibility.
Trainine::
Equivalent to an Associate of Art's degree from an accredited college or university with major
course work in recreation administration, marine biology, public administration or a related field.
License or Certificate:
Possession ofa C.P.R. certificate issued by the American Red Cross or the American Heart
Association.
Possession of a Basic Scuba Diver Certificate
