HomeMy WebLinkAboutCC Res 4874 2001-01-22 RESOLUTION NUMBER '1911 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITiON OF CHIEF WATER OPERATOR I WHEREAS, in August, 2000, the Civil Service Board reviewed the Chief Water Operator job description and recommended the Position Classification Plan be amended to include that position, attached as Exhibit A to this resolution. WHEREAS, a salary range schedule for this position has been developed and attached as Exhibit B; and NOW, TIIEREFORE, BE IT RESOLVED that the City Council ofthe City of Seal Beach hereby amends the Position Classification Plan to include the position of Chief Water Operator and sets the wages and benefits for same. DEFINITION To provide Water Utility Division supervision; oversee and perform skilled maintenance work in the maintenance and repair of the City's water distribution system including water and sewer lines, valves and hydrants, to maintain and operate water pump stations and water storage facilities; administer the City's water quality program including water treatment, testing, inspection, and backflow/cross connection program; and to perform related duties assigned. DISTINGUISHING CHARACTERJSTICS This is the advanced journey level class within the Water Operator series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most dit1icult and responsible types of duties assigned to classes within tlus series including the operation of applicable velucular and stationary equipment and the most complex maintenance and construction tasks. The Chief Water Operator also provides supervision over lower level staff. Employees at this level are required to be fully trained in all procedures rclated to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives direction fi'om assigned Maintenance Services Manager. Exercises functional and technical supervision over lower level starr. ESSENTIAL AND l\'IARGlNAL FUNCTION STATEMENTS - Essential and other Important responsibIlitIes and duties may mclude, bllt are not limned to. the followmg: Essential Functions: . SUpCI vise and participate in the maintenance and repair of the City's distribution systems including water lines. valves and Ilydrants; ensure safe working conditions of system, make recommendations for improvements. · Supervise the monitoring of City wells, reservoirs, pump stations and filtration systems; check recording devices on regular basis; make repairs as necessary to ensure water quality. · Supervise and participate in installing new mUlucipal water services and in the repair and maintenance of water main lines. . Supervise or perform chlorine residual tests and make necessary adjustments to chlorinating equipment . Supervise or perform routine and preventivc maintenance to chlorination equipment, pumps, electrical motors, meters, telemetering equipment, pneumatic valves and other watcr appurtenances. . Administer backllow programs, including testing, repairs, installation alld inspection as well as keeping accurate records. . Administer water quality programs; answer quality questions and research complaints; and perfonn annual reporting requirements. . Supcrvise the collcction of liquid samples and perfomlance of a variety of routine water quality laboratory tests; work closely wilh thc laboratory 011 sampling programs. . hnplemcnl lirc hydrant fiushing program; inspect fIre hydrants; ensure water quality and proper fIre hydrant operation; make rcpairs as necessary. . Operate various construction and maintenance equipment and power tools; maintain hand tools and assigned cquipment; perfOlm preventive maintcnance on equipment. · Respond to public inlJuiries in a courteous manner; provide information within the alea of assignment; resolve complaints in an eIlicicllt and timC:y nuumcr. . Train lowcr level staff in proper work methods and standard safety precautions; revicw work to cnsure compliance with established standards. . Oversee general plant facility maintenance such as cleaning, painting and repairing plant facilities as well as various ground maintenance duties. . Administer contracts for professional services, equipment and supply vendors, and maintenance and rcpair contractors. · Servcs as water utility division represcntative and liaison for maintenance and opcrations issues within the City's capital improvement program. . Maintain professional relationships with other water agencies and water industry associations. I Murl!inal Functions: Gathcr information on maintenance equipment, parts and products as needed. Assist in the construction of capital improvemcnts projects; check and review water system plans and blueprints; inspect projects. Perform other watcr utility maintenancc and repair tasks as assigned. Utilize proper safety precautions relatcd to all work perfomlcd. Assist other divisions in Public Works Department when needed.
