A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SEAL BEACH, CALIFORNIA,
CREATING AN AD HOC CITIZENS ADVISORY
COMMITIEE REGARDING THE BOEING
SPECIFIC PLAN

THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY
RESOLVES:
WHEREAS, Boeing Realty Corporation (BRC) has submitted preliminary project
applications for General Plan Amcndments, Zone Changes, a Spccific Plan,
and othcr land use entitlements at the Boeing Space and Communications
Headquarters; and
WHEREAS, BRC's preliminary project applications include development of the site
consistent with the existing zoning designation of Light Industrial (M-I). At
the request of the City, a commercial overlay district is also proposed by
BRC to allow for land uses that could generate potential sales tax revenue to
the City; and
WHEREAS, thc City Council is desirous of appointing an Ad Hoc Citizens Advisory
Committee (CAC) to provide additional citizen review ofthe "Specific Plan"
and other land use entitlements prior to tlle initiation of formal public
hearings on the land use entitlement applications by the Planning
Commission and City Council; and

WHEREAS, Boeing Realty Corporation is agreeable to participating in meetings with the
CAC and the City to provide information and respond to concems and
questions of thc public and members of the CAC during the public review
and comment period of the Draft EIR for the project applications.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Seal
Beach that:
Section I.
The City Council of the City of Seal Beach does hereby create an advisory
committee to be known as the "Ad Hoc Boeing Specific Plan Advisory
Committee".
Section 2.
The Ad Hoc Boeing Specific Plan Advisory Committee shall consist of five
(5) voting memhcrs appointed by thc City Council. Mcmbers of the Boeing
Specific Plan Advisory Committee do not have to residc in the appointing
Council Member's Council District.
Section 3.
TIle Director of Development Services or his designee will serve as staff
support to the Ad Hoc Boeing Specific Plan Advisory Committee.

The Ad Hoc Boeing Specific Plan Advisory Committee shall be charged
with the following duties and responsibilities:
A.
To provide recommendations to the Department of Development
Serviccs regarding the content of the Boeing Specific Plan and other
land use entitlement requests. The recommendations of the
Conunittee will be evaluated and considered by the Department of
Development Services in the preparation of its Staff Reports and
reconunendations regarding the land use entitlement applications to
both the Planning Commission and City Council. The Staff Reports
of the Department of Development Services shall specifically include
a presentation of the CAC recommendations, an evaluation regarding
each CAC recommendation, and incorporation of CAC
recommendations as determined appropriate based on the
evaluations; and
B.
Use its best efforts to conduct three public input meetings during the
45-day public review and comment period on the Draft
Environmental Impact Report regarding the Boeing Headquarters
Site. Said public input meetings shall address the following issues:
(I) Boeing Site History; Space & Communications Operations;
Project Background and Constraints (Operations, Physical,
Environmental);
(2) Specific Plan Proposed Land Uses and Devclopment
Standards; Land Use Altcrnatives, Land Use Impacts,
Proposed Conditions of Approval;
(3) Benefits/Impacts of Project to the City, Adjoining
Community, Boeing Space and Communications, and other
Stakeholders; and Fiscal Issues.
To conduct one meeting within ten days after the close of the
public comment period on the Draft Environmental Impact Report
regarding the Boeing Specific Plan to provide recommendations to
the Department of Development Services regarding the content of
the Bocing Specific Plan and other land use entitlement requests.
TIle Ad Hoc Boeing Specific Plan Advisory Conunittee shall select from its
membership a chairman and vice-chairman to chair its meetings. The
Committee shall abide by the Califomia Government Code, the Seal Beach
Charter, and the Code of the City of Seal Beach, as each of those provisions
relate to ad hoc committees, and conflict of interest regulations. Copies of
the agenda and the minutes of each meeting and of any written reports or
correspondence of the Committee shall be filed Witll the City Clerk and
copies provided to tile City Council.
C.
The Ad Hoc Boeing Specific Plan Advisory Conmlittee shall serve at the
will of the City Council.
The term of the Ad Hoc Boeing Specific Plan Advisory Committee shall
expire upon the eleventh day after the close of tile public comment period on
the Draft Environmental Impact Report regarding tile Boeing Specific Plan.
Members of the Ad Hoc Boeing Specific Plan Advisory Committee shall
serve without pay,
