HomeMy WebLinkAboutCC Res 5029 2002-06-24 RESOLUTION NUMBER~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF UTILITY MAINTENANCE WORKER AND REVISIONS TO ASSISTANT CITY MANAGER POSITION I WHEREAS, in May, 2002, the Civil Service Board reviewed the Utility Maintenance Worker job description and recommended the Position Classification Plan be amended to include that position, attached as Exhibit A to this resolution; and WHEREAS,' a salary range schedule for this position is attached as Exhibit B; and WHEREAS, a title change and revisions to the Assistant City Manager position have been made to accurately reflect the current duties and responsibilities and is attached as Exhibit C to this resolution. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby amends the Position Classification Plan to include the position of Utility Maintenance Worker and sets the wages and benefits for same and approves revisions to the Assistant City Manager position. Resolution Number ~~ Exhibit A CITY OF SEAL BEACH UTILITY MAINTENANCE WORKER Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not Intended to rej/ect all duties performed wilhin the job. DEFINITION I To perform semi-skilled and skilled labor in the construction and maintenance of the Public Works Department incluqing the water production, storage and distribution systems and wastewater collection and transmission divisions. DISTINGUISHING CHARACTERISTICS Utility Maintenance Worker is an entry-level class in the job series which consists of: Utility Maintenance Worker, Water Operator, Sr. Water Operator and Chief Water Operator. Initially under direct supervision, incumbents learn and perform a variety of semi-skilled and skilled duties in the construction, installation, maintenance and repair of equipment, machinery and devices used in the operation of the water production, storage and distribution and wastewater collection and transmission systems. Trade areas covered by this class include: plumbing; pipe fitting; installation and repair of various equipment used in a water and wastewater system; operation of valves and fire hydrants; repair of water and wastewater lines; handling water quality complaints and wastewater odor complaints; use of a variety of hand and power tools. This class is available during non-business hours for scheduled projects, emergency response and stand~y rotation and provides assistance to other departments in emergency and non-routine situations. SUPERVISION RECEIVED I The utility maintenance worker will receive supervision from the following positions: Water Operator, Senior Water Operator, Chief Water Operator, Wastewater Supervisor (Public Works Supervisor) and Maintenance Services Manager. ESSENTIAL AND MARGINAL FUNCTIONS STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to the following: ESSENTIAL FUNCTIONS: · Inspect and maintain water and wastewater production, booster and collection pumps, electric motors and natural gas motors, electrical panels, and drive systems; remove, repair, rebuild and install a wide variety of mechanical equipment. · Inspect and l]Iaintain a wide variety of water and wastewater systems components, including specialized equiprnent used on potable water reservoirs, production facilities, booster stations and wastewater collection and transmission lines. · Replace and adjust mechanical seals and packing on pumps and gearboxes; repair, rep'a~e and'll).aintl\in fans, sump pumps and compressors. · Fabiic~te 'p'ipe for 'new equipment and equipment upgrades, build forms and finishes cement pads for pumps and equipment bases; weld and fabricate steel support structures for water and wastewater equipment and buildings. · Maintain records on maintenance and repair activities of the water and wastewater I systems. · Follow city policies and safety regulations. · Clean, sand, remove rust, prepare for paint and paint pipes, valves, pumps, motors and various pieces of equipment and structures. · Participate in the maintenance of the water/ wastewater production, wastewater lift stations, wastewater collection system, water pump stations, and the water storage and distribution system. · Maintain, inspect and clean catch basins citywide. Maintain, inspect and clean storm water pump station. I I I Resol~tion Number ~~51 MARGINAL FUNCTIONS: . Perform related duties and responsibilities. QUALIFICATIONS Have knowledge of: · Methods and techniques of general maintenance and repair related to water and wastewater systems. . Operational characteristics of mechanical equipment and tools used in the area of work assigned. . Basic principals and practices of mechanical repair and preventive maintenance. . Shop tools and equipment related to area of work assigned. . Occupational hazards and standard safety practices. And Ability to: · Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner. · Understand and follow oral and written instructions. EXPERIENCE AND TRAINING GUIDELINES - Any combination of experience and training that would provide the required knowledge and abilities. including but not limited to: EXPERIENCE: Six months to one year of maintenance experience within area of assignment. TRAINING: Equivalent to the completion of the twelfth grade. Associate Degree in Utility Science or Environmental Science is highly desirable. LICENSE OR CERTIFICATE: Possession of a valid driver's license. Possession of a distribution I D.H.S. and collection 1 CWEA certificate within one year of appointment. Ability to pass a minimum qualifYing written exam on water and sewer distribution and collection. WORKING CONDITIONS: ENVIRONMENTAL CONDITIONS: Field environment; exposure to noise, dust, grease, smoke fumes, gases, heat, and cold; waste materials, and inclement weather conditions. Work in or with water, work in confined spaces. PHYSICAL CONDITIONS: Essential and marginal functions may require maintaining physical conditioning necessary to operate a 90 lb. jackhammer, open and close water valves, dig ditches and holes with manual equipment, lift and remove street manhole covers, lift and set meter boxes, perform heavy, moderate or light lifting, bending, stooping, walking or standing for prolonged periods of time. DEFINITION Performs responsible administrative work assisting the City Manager in planning, coordinating and directing the activities of the City. Assists the City Manager in coordinating the development, analyses and implementation of City Council policies. Oversees the operations of all City departments and assists the City Manager wit development and implementation of goals and objectives for each department. I SUPERVISION RECEIVED AND EXERCISED Receives general direction from the City Manager. Exercises direct supervision over Executive, Administrative, Professional and Clerical staff. ESSENTIAL FUNCTION STATEMENTS - Essential responsibilities and duties may include, but are not limited to, the following: . 'On a day-today basis, relieve the city Manager of routine administrative details. . Provide direction, establish objectives and oversee the operations of City departments and Executive Management Team. . Develop recommendations on City work methods, operating policies and procedures, program services and other administrative issues; observe program operations; analyze findings and implications; make recommendations to the City Manager. . Coordinate the development of the municipal budget and fiscal policy according to City Charter and Council directives; coordinate special projects as designated by the City Manager; provide direction in employee relations and labor negotiations; directly supervise City Manager's Office and other divisions when necessary. . Negotiate franchise agreements, contracts and solutions on a variety of administrative, fiscal and special projects; direct City's risk management program; monitor legislation and Federal, State and County programs on matters pertaining to the activities of City government. . Function as Acting City Manager as assigned and represent the City Manager in his absence and when otherwise directed. I NON-ESSENTIAL JOB FUNCTIONS: . Respond to Council, citizen and media inquiries and resolve difficult and sensitive complaints. . Participate and attend meetings and functions with City, community, other agencies and professional groups. . Stay abreast of new trends and innovations in the field of public administration. EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Extensive work experience in public administration, including five years of responsible administrative experience including management and supervision responsibilities ' Trainin2: Equivalent to a Bachelor's degree from an accredited college or university with major course work in government, public administration or business administration or a closely-related field, or any combination of experience and education.
