HomeMy WebLinkAboutRDA Res 03-3 2003-08-25 I I I RESOLUTION NO. 03.. ~ A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL' BEACH AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDING UNDER THE CALHOME PROGRAM AND AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY Tq PARTICIPATE IN SAID PROGRAM WHEREAS,. the Redevelopment Agency of the City of Seal Beach, a political subdivision of tlJe State of California, wishes to apply for and receive an allocation of funds through tlJe CalHome Program; and WHERE1\S, the Califomia Department of Housing and Community Development (hereinafter referred to as UHCD") has issued a Nutice of Funding Availability (UNOFA") for tlJe CalHome program established by Chapter 84, Statutes of 2000 (SB 1656 Alarcon), and codified in Chapter 6 (commencing witIJ Section 59650) of Part 2 of Division 3 I of tlJe Health and Safety Code (tlJe "statute"). Pursuant to tlJe statute, HCD is authorized to approve funding allocations utilizing monies made available by tlJe State Legislature to tlJe CalHome program, subject to tlJe tenns and conditions of tlJe statute and the CalHome Program Regulations adopted by HCD on July 15,2003; and WHEREAS, tlJe Redevelopment Agency of tlJe City of Seal Beach wishes to submit an application to obtain from HCD an allocation of CalHome funds in tlJe amount of$ 498,000. NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. The Redevelopment Agency of tlJe City of Seal Beach hereby authorizes the submittal of an application to tlJe Califomia State Department of Housing and Community Developmcnt for funding under the CalHome program; the execution of a standard agreement if selected for such funding and any amendments thereto; and any related docwnents necessary to partieipate in the CalHome program. Section 2. Thc Redevelopment Agency of tlJe City of Seal Beach shall submit to HCD an application to participate in tlJe CalHome Program in response to tlJe NOFA issued on July 16, 2003, which will requcst a funding allocation for tlJe following activity: a. Owner-Occupied Rehabilitation Program - for rehabilitation of owner-occupied homes and mobilehomes witl1in the City. The amount of $498,000 is requested for this program activity. Section 3. If tlJe application for funding is approved, tlJe Redevelopment Agency of tlJe City of Seal Beach hereby agrees to use the CalHome funds for eligible activities in tlJe mannCT presented in tlJe application as approved by HCD and in accordance with program regulations cited above. It also may execute any and all other instruments necessary or required by HCD for participation in the CalHome Program. Section 4. The Redevelopment Agency of tlJe City of Seal Beach autIJorizes tlJe Exccutive Director of tlJe Redevelopment Agency of the City of Scal Beach, or his dcsignee to execute in tlJe name of tlJe Redevelopment Agency of tlJe City of Seal Beach, Resolution Number ~~~ the application, the Standard Agreement, and all other documents required by HCD for participation in the CalHome Program, and any amendments thereto.
