Section 2. Section 3. Section 4. Section 5. Pursuant to notice duly given, the City Council of the City of Seal Beach and the Redevelopment Agency have duly noticed and held a full and fair joint public hearing pursuant to law on proposed Amendment No. 5 to the Redevelopment Plan for the Riverfront Redevelopment project. I In connection with such proposed Amendment No. 5 and to the extent warranted thereby, the Planning Department of the City of Seal Beach has prepared the report and information required by Health and Safety Code Section 33352 and such reports and information have been made available to the public prior to such joint public hearing. Pursuant to Section 15168 of the California Environmental Quality Act Guidelines, a Program Environmental Impact Report (EIR) for the Hellman Specific plan has been prepared and certified by the City of Seal Beach and this Amendment No. 5 is within scope of the certified Program EIR, which adequately described the general environmental setting of the project its significant environmental impacts and alternatives, and mitigation measures related to each significant environmerotal effect, and that no additional envi'ionm.~nta1' documentation is needed. I The Agency hereby approves the reports and information required by Health and Safety Code, Section 33352, prepared to the extent warranted by such proposed Amendment No.5. The Agency hereby approves proposed Amendment No. 5 to the Redevelopment Plan for the Riverfront Redevelopment Project, .attached hereto as Exhibit A. The Agency hereby recommends by ordinance that the City Council amend by ordinance the Redevelopment Plan in accordance with proposed Amendment No.5. The Secretary of the Agency is hereby authorized and directed to submit such proposed Amendment No. 5 to the City Council accompanied by the appropriate reports and information.
