Council comments: Need a period to notice the community about the
enforcement; would like to have the hours changed; would be allowed to wash
cars any time and any day (using a positive shut off valve/nozzle); enforcement
would need to be unique to catch those in violation of run-off late at night; no
watering on Sundays; make sure minor changes to Phase 1; inquired about the
artificial turf; golf course exemption; and suggested using reclaimed water for
City watering.
Mayor Deaton stated that any member of the audience may address the Council
regarding this item. Speakers: Robert Goldberg, Clipper Way, expressed his
opinions on what the State is ordering and what the City is implementing; Rickie
Layman, 5`h Street, stated she supports the change of the hours; and Jeannie
Dennison, Clipper Way, said she supports the comments made and the time
change.
Staff clarified that State mandated the implementation of Phase 1 of the
municipal code and any minor changes to Phase 1. The City Attorney indicated
that the action before the City Council is to adopt a resolution to implement
Phase 1 of the water conservation ordinance in the municipal code and this is not
to amend the code.
Levitt moved, second by Shanks, to adopt, as amended, Resolution No. 6498
entitled "A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ADOPTING
EMERGENCY WATER CONSERVATION MEASURES AND IMPLEMENTING
