HomeMy WebLinkAboutAAC Res 4186 1992-10-26 ^ i 1 -- RESOLUTION NO. 4186 • , , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, CREATING 'AN ARCHAEOLOGICAL ADVISORY COMMITTEE THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES: WHEREAS, the Seal Beach City Council has adopted an 'Archaeological and Historical Element" of the General Plan on August 24, 1992; and WHEREAS, the "Archaeological and Historical Element" requires a standing committee designated as the "Archaeological Advisory Committee" to be appointed by the City Council and such members shall serve without pay for a term not to exceed one (I) year, unless reappointed; and WHEREAS, a pending development application requires review by an "archaeological consultant", as determined by the "Cultural Resources Records Search Quick Check" recommendation from the UCLA Archaeological Information Center; and • WHEREAS, the UCLA Archaeological Information Center has recommended "a Phase I Archaeological Survey should be done by a professional archaeologist prior to approval of project plans.". NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Seal Beach that: Section 1. It is a policy of the City Council to protect and preserve the City's unique heritage, including archaeological and historical resources within its boundaries. Section 2. The "Archaeological and Historical Element" requires a standing committee designated as the "Archaeological Advisory Committee" to be appointed by the City Council and such members shall serve without pay for a term not to exceed one (1) year, unless reappointed. Section 3. The City Council of the City of Seal Beach does hereby create an advisory committee to be known as the Archaeological Advisory Committee. Section 4. The Archaeological Advisory Committee shall consist of five (5) voting members appointed by the City Council. It is desireable that members of the Committee • have particular skills, background, and knowledge in archaeological and historical preservation issues, research methodologies, and preservation requirements and techniques. Section 5. The Director of Development Services or his designee will serve as staff support to the Archaeological Advisory Committee. Section 6. The Archaeological Advisory Committee shall be charged with the following duties and responsibilities: A. Review, provide comments on, and propose recommended conditions of - • approval regarding development applications which require a report by a city-appointed archaeologist regarding a specific development proposals under review by the Planning Commission and City Council. Section 7. The Archaeological Advisory Committee shall select from its membership a chairman and vice-chairman to chair its meetings. The Committee shall abide by the California Government Code, the Seal Beach Charter, and the Code of the City of Seal Beach, relative to open public meetings and conflict of interest regulations. Copies of the agenda and the minutes of each meeting and of any written reports or correspondence of the Committee shall be filed with the City Clerk and copies provided to the City Council. Section 8. The Archaeological Advisory Committee shall serve at the will of the City Council. Section 9. The term of the members of the Archaeological Advisory Committee shall be one (1) year, unless reappointed by the City Council. Section 10.
