CALL TO ORDER A regular meeting of the Seal Beach Recreation & Parks Commission was called to order at 6.00p.m. by Chair Watson in the City Hall Conference Room, 211 8" Street, Seal Beach. II. ROLL CALL Present: Commissioners Watson, Sustarsic, Barton, McAllister, and Delay. Also present: Jill Ingram, Assistant to the City Manager Tim Kelsey, Recreation Facilitator Dana Kukuruda, Recreation Coordinator III. APPROVAL OF AGENDA Chair Watson moved, Commissioner Barton seconded, and the motion carried unanimously, that the Commission approve the agenda as submitted. IV. ORAL COMMUNICATIONS Maria Fattal, a Seal Beach Swim Team parent and volunteer, spoke in support of the community pool project. She indicated that the Seal Beach Swim Team has been involved at the McGaugh pool site since it opened and truly believes the pool has benefited the community. V. CONSENT CALENDAR Commissioner McAllister moved, Commissioner Barton seconded, and the motion carried unanimously, that the Commission approve the Consent Calendar. 1. Meeting Minutes of December 17, 2008. Commissioner Delay abstained from the minutes of December 17, 2008, as he was not appointed to the Recreation & Parks Commission until January 2009. 2. Gum Grove Park- Oral report Tim Kelsey gave an oral report on Gum Grove Park. Mario Voce, a member of the Environmental Control Board, met with Jill Ingram and Tim Kelsey at Gum Grove Park for a detailed tour of the park. Jill Ingram is in the process of working with the Police Department to develop possible options for regular enforcement of the park, possibly including the use of police volunteers. Commissioner Graham McAllister reported several issues he witnessed at the park, including numerous gopher holes, destroyed grass due to bicycle damage, several man-made bicycle jumps, and trees with swings. Commissioner McAllister suggested that the City plant more little eucalyptus trees, bring in volunteers to help clean-up the park, and post signs that read "No Bicycles Beyond this Point". Mario Voce suggested that we consider how the no bicycle signs would be enforced and ensure the verbiage is clearly stated. Mr. Voce informed the Commission that the Gum Grove Park Committee has set money aside for replacing the little eucalyptus trees. The Committee has held off on planting new trees due to the drought and the lack of attracting new plant growth due to severe erosion. Chair Watson reported that she is familiar with the Gum Grove Park Committee and is aware of the goals set for the park, however, she feels the goals need to be refined, and bicycles on the main trail in the park should be permitted. 2. Senior Health Fair Highlights Dana Kukuruda reported that the Senior Health Expo was successful and staff received a lot of positive feedback. Exhibitors in attendance included MD Care Healthplan, Back to Health Wellness, Alzheimer's Family Services Center, Alzheimer's Association, American Cancer Society, Memorial Care- Long Beach Memorial, Home Helpers, AARP, Williams & Williams Home Care Inc., Enagic- Alkaline Water, and the Seal Beach Playgroup. The Orange County Fire Authority and the Police Department did a short presentation on fire safety and Alert OC. Seniors received bone density screenings, blood pressure screenings, cholesterol screenings, blood sugar screenings and free massages. VII. COMMISSION CONCERNS Commissioner Sustarsic reported that the storage unit at Heather Park has been damp inside due to recent rains. Tim Kelsey informed Commissioner Sustarsic that he would discuss the situation with Public Works staff. The City of Seal Beach complies with Americans With Disabilities Act of 1990. Commissioner Watson inquired about the funding of a new community pool. City Manager David Carmany responded that the City has general fund reserves and has designated $5 million dollars in the Capital Improvement Program budget for the community pool project. Mr. Carmany informed the Commission that he has made contact with Exxon Mobil, and will be meeting with their representatives next month to discuss the City's interest in the Marina Park site. VII.
