HomeMy WebLinkAboutRPC Min 2009-03-25 MINUTES OF A REGULAR MEETING OF THE SEAL BEACH RECREATION & PARKS COMMISSION HELD MARCH 25, 2009 I. CALL TO ORDER A regular meeting of the Seal Beach Parks & Recreation Commission was called to order at 6.00p.m. By Chair Watson in the City Manager's Conference Room, 211 8t" Street, Seal Beach. II. ROLL CALL Present: Commissioners Watson, Sustarsic, Barton, McAllister, and Delay. Also present: Jill Ingram, Assistant to the City Manager Tim Kelsey, Recreation Facilitator Dana Kukuruda, Recreation Coordinator III. APPROVAL OF AGENDA Commissioner Barton moved, Commissioner Sustarsic seconded, and the motion carried unanimously, that the Commission approve the agenda as submitted. IV. ORAL COMMUNICATIONS No members of the public were in attendance. V. CONSENT CALENDAR Commissioner McAllister moved, Commissioner Sustarsic seconded, and the motion carried unanimously, that the Commission approve the Consent Calendar. 1 . Meeting Minutes of February 25, 2009. VI. SCHEDULED MATTERS 1 . Gum Grove Park- Oral Report Tim Kelsey gave an oral report on Gum Grove Park. He reported that Chief Kirkpatrick is supportive of increasing enforcement at the Park. The bicyclists who were initially constructing bike jumps at the park have been notified and informed that a citation will be issued in the future for any further bike ramp incidents. Commissioner McAllister reported that he inspected Gum Grove Park and found new bike paths on the west end of the park and the undermining of trees has increased. Commissioner Watson requested that increased patrolling for one week in Gum Grove Park be scheduled to see what patterns of usage occur. Jill Ingram informed the Commission that staff will continue to provide monthly updates on Gum Grove Park at the Commission meetings. 2. College Park East- Oral Report Tim Kelsey reported that this item was brought forward to the Commission on behalf of the City Council to study proposed options for summer recreation program opportunities in College Park East that include, providing staff for City-sponsored programs in the park and providing contract classes. Staff reported that providing summer camp opportunities with a City staff member would be a high cost to the City. Staff also reported that a male and female staff member would be required for liability purposes and emergency situations, and the initial start-up costs of the program would be high, and cost recovery would be low. All necessary equipment would need to be purchased and stored to run the programs, such as balls, paint, and other supplies. Portable restrooms are affordable and would need to be rented for the summer months. Another option would be to provide contract classes on a weekly basis, and contract instructors would receive a percentage of all fees collected for that particular program. Commissioner Watson suggested a "TGIF" Friday program staffed by the City to see what kind of turnout staff would receive. She also suggested that staff explore opportunities to coordinate a "Movie in Heather Park" Night. Commissioner Sustarsic moved, Commissioner McAllister seconded, and the motion carried unanimously, that the Commission direct staff to investigate the feasibility of a summer shuttle service to McGaugh School and the beach for residents in the summer in College Park East, College Park West, as well as the Montecito and Centex track homes. Commissioner Sustarsic moved, Commissioner McAllister seconded, and the motion carried unanimously, that the Commission direct staff to continue to explore additional opportunities in College Park East and College Park West for the upcoming summer. The Commission directed staff to develop a survey for the College Park East residents so the Commission and staff can better determine the various types of summer programs that residents with young children are interested in participating. COMMISSION CONCERNS Commissioner Sustarsic noted that the new storage shed at Heather Park still has water in the shed. Tim Kelsey informed Commissioner Sustarsic that he would notify Public Works staff about the excess moisture in the shed. VIII. STAFF CONCERNS Tim Kelsey informed the Commission that Southern California Edison recently conducted an Environmental Audit at Edison Park and notified the City that the Edison Community Garden area has wood chips that need to be removed due to the potential for combustion. Jill Ingram informed the Commission that the Council will be holding Budget Study Sessions on Tuesday— Thursday, April 21-23, 2009. Dana Kukuruda informed the Commission that the summer recreation brochure will be introducing a City News section. Staff and the Commission discussed several options for branding the city newsletter and recreation brochure. IX.
